About this file

This document is a Vehicle Delivery Procedures Reference Guide issued by the United States Capitol Police, effective May 1, 2008, establishing standardized protocols for vehicle deliveries to Capitol Grounds facilities.

The Off-site Delivery Center (OSDC) located at 4700 Shepherd Parkway operates Monday through Friday from 0500-1400 hours and is closed weekends and holidays. All vehicles must be inspected at OSDC prior to delivery on Capitol Grounds, with delivery information required in advance. Road restrictions apply to vehicles exceeding 1.25 tons capacity or those with more than two axles; prohibited vehicles include commercial trucks, recreational and agricultural vehicles. Specific delivery access points are designated for different Capitol locations: the Capitol or Capitol Visitor Center (NJ Ave & C Street NW, M-F 0700-1500); House Office Buildings (Delaware Avenue SW, M-F 0500-1900); Senate Office Buildings (D Street Tunnel NE, M-F 0500-2000); and Supreme Court or Library of Congress (100 blocks of 2nd Street NE and SE). For exceptions and after-hours deliveries requiring prior approval, prohibited vehicles must report to 3rd & Maryland SW for inspection and escort to their destination, while non-prohibited vehicles may be inspected at pre-approved destinations. Time-sensitive deliveries and those containing perishable materials such as concrete and asphalt qualify as exceptions. The Botanic Garden requires K-9 sweeps at 3rd & Maryland Ave SW regardless of time, and Library of Congress or Supreme Court exceptions require prior approval with vehicle sweeps and police escort.
