About this file

This is a Pricing Proposal template for the conservation and stabilization of plaster and decorative paint at the President's Room Ceiling in the United States Capitol Building (Solicitation AOCSSB26R0023).

The solicitation involves four Contract Line Items (CLINs) with varying pricing structures. CLIN 0001 (Base Period) requires offerors to submit a lump sum Firm Fixed Price for the treatment plan, including proposed mockups and final treatment plan documentation. CLIN 0002 is an unpriced option for implementation of the treatment plan, including conservation treatment, documentation, and evaluation services, to be negotiated upon acceptance of the treatment plan. CLIN 0003 covers optional structural engineering services for temporary shoring design if needed, also submitted as a lump sum Firm Fixed Price. CLIN 0004 is an Ad Hoc option requiring offerors to propose fully-burdened hourly rates for five labor categories: Senior Plaster Conservator, Senior Painting Conservator, Conservator, Conservation Technician, and Structural Engineer. Offerors must also propose percentage markups for Overhead and Profit applicable to materials, equipment, and supplies. Travel costs from outside a 50-mile radius are allowable as part of the Firm Fixed Price for CLIN 0001 and must be based on mileage rates and per diem allowances. The Architect of the Capitol is the issuing agency, with a non-mandatory site visit on April 7, questions due April 8, and proposal submission deadline of April 20.
