About this opportunity

The Department of the Interior National Park Service Pacific West Region seeks culvert removal and stream restoration at Conlon Creek in Golden Gate National Recreation Area, with proposals due June 22, 2026. This is a Total Small Business Set-Aside (NAICS 237990, size standard $45 million).

Place of performance is Muir Woods National Monument, Marin County, California. Work includes removal of approximately 82 linear feet of existing culvert and concrete headwalls, installation of six rock weir structures, placement of engineered streambed material, and permanent erosion control measures across approximately 4,116 square feet of disturbed area. The permissible construction window for equipment operations in the channel is June 15 through October 15, 2026, with all work completed by October 15 to comply with environmental and fish protection requirements. Contract performance is 365 calendar days from Notice to Proceed, with work commencing within ten days of that notice.

The Government seeks offers in the $500,000 to $700,000 range. This is a firm-fixed-price award with five base line items (lump sum: Mobilization/Demobilization, Dewatering and Water Diversion Systems, Selective Demolition, Earthmoving and Construction of Weirs, and Permanent Erosion Control Treatments and Plantings) and three option line items (haul excess soils, as-built drawings, and imported streambed rock). Davis-Bacon prevailing wage rates apply per General Decision CA20260007 effective January 23, 2026. Performance and payment bonds equal to 100 percent of original contract price are required.

A mandatory site visit was scheduled for June 4, 2026, at 10:00 AM PDT (rescheduled by Amendment 0001). Evaluation factors include technical approach, schedule, project experience, key personnel experience, California Contractor State License, and past performance. Proposals require Standard Form 1442, bid bond (20 percent of total proposal price), completion of Project Experience and Past Performance questionnaires, Key Personnel Qualifications form, FAR 52.209-13 arms control certification, and FAR 52.222-38 veterans employment attestation. Offerors must submit two separate volumes: Technical and Past Performance; Business and Price.

Questions are due to Contract Specialist Quinn Rankin at Quinn_Rankin@ios.doi.gov. Amendment 0003, effective June 17, 2026, updated Attachment 13 (Questions & Answers) and Attachment 2 (Drawings). Past Performance Questionnaires must be returned to Rankin by 3:00 PM Pacific Daylight Time on June 17, 2026.
