About this file
This is a Questions and Answers document for federal contract RFP 140P8626R0003, issued by the National Park Service Contracting Operations - West for the Conlon Creek Culvert Removal & Restoration project at Golden Gate National Recreation Area (GOGA).
The document addresses 16 clarifying questions regarding project execution and site conditions. Key operational details include: a Recology dumpster will remain on-site throughout the project with monthly replacements; Conlon Creek tributary flow is estimated at less than 0.1 cubic feet per second (cfs) during construction; water access is available via two hose bibs at the Park's MUWO maintenance building for limited use; a 220 cubic yard soil pile will be retained for another project, though project-generated materials lack sediment testing data. Environmental and site requirements specify that existing plastic filter fabric must be removed and disposed of properly; vegetation trimming is permitted only as necessary for access and safety with preference for temporary pulling and tying back of branches; removed woody materials may be chipped for mulch or left as scattered large trunks for in-channel structures; and imported rock must meet criteria detailed in Section 01 67 01 with pre-evaluated acceptable vendors provided. The contractor must contact PG&E regarding energized power lines on-site, prepare an access plan minimizing natural resource impacts with Conlon Avenue available for vehicles and heavy equipment, wash all equipment and tools prior to bringing them into the Park, and mark protected trees and shrubs with fencing or flagging in coordination with the Contracting Officer Representative. A sediment wash basin and rock stockpile shown in design drawings are to be removed as they were left in error.

Question & Answers
Question 1:
Is the Recology dumpster at Nursery parking lot going to be present for the duration of the project
& what type of access needs to be maintained?
Answer 1:
Assume that the Recology dumpster will be present for the duration of the project. It gets removed and replaced on an ‘as-needed’ basis. It has been averaging around once a month. We will have our Facilities staff let us know in advance of a dumpster pick-up and replacement.
Question 2:
What is the average flow rate (cfs) of the tributary during the project period?
Answer 2:
We have not measured the flows quantitatively but would estimate that the tributary (Conlon
Creek) would either lack surface flow (but have isolated pools) or have a small “trickle” (less than
0.1 cfs) at the time of construction.
Question 3:
Is there water access on site or in the park?
Answer 3:
There are two hose bibs are located near the Park’s MUWO maintenance building. The facilities staff has indicated that limited use will be ok for this project although have not specified what that amount is.
Question 4:
Are the soil piles contaminated and will they need to be tested?
Answer 4:
This now is a non-issue for the 220 cys soil pile that was pointed out at the June 4th, 2026, site visit. The Park has decided that that soil pile will be saved for re-use for another project.
However, any material generated by this project does not have sediment testing data.
Question 5:
What is the landscape fabric on the far side of the tributary?
Answer 5:
After the Conlon Creek culvert blew out in December 2015, the park initiated an emergency repair that included stabilizing the gully using Class II riprap underlain by plastic filter fabric. We will not use plastic filter fabric for any element of this project and any existing fabric should be removed and properly disposed of. Plan Sheet G0.3 Note 2 will be revised to include removal of existing fabric.

Question 6:
A single tree on the right bank at the old road crossing that is marked for removal is tangled with another tree on the other bank and each seem to be supporting each other; will they be held liable if the second tree falls or gets damaged by the removal of the marked tree?
Answer 6:
The A/E design contractor made the determination that the tree would need to be removed for site access, safety and for installing rock bank protection. The plans indicate that the base of the tree is at the top of bank at Elev. 148 and that design plans maintain that elevation. The tree is a mature bay that we would prefer to maintain onsite alive. If the contractor feels that they can work around the tree without having to remove it, that solution is acceptable and preferred. However, if the marked tree needs to be removed, the contractor would not be held liable if the tree on the supporting bank falls or is damaged by removal of the marked tree.
Question 7:
Are there still people living in Druid Heights and is that community powered by the lines that move through the project site?
Answer 7:
There are separate PG&E power lines that service Druid Heights. The PG&E power lines onsite do not go to Druid Heights.
Question 8:
Are the power lines de-energized?
Answer 8:
PG&E response: the line is not deenergized, or rather even if the line is abandoned that we should assume it is energized until PG&E gets a lineman out to inspect. The contractor will be responsible for contacting PG&E. They can call PG&E's Business Customer Service Center at 1-
800-468-4743 to initiate a formal project request. Or if the contractor has an existing account with
PG&E, they can submit the request online here: Create An Account
Question 9:
Are they going to be able to trim back vegetation that is encroaching on old road for better access?
Answer 9:
Yes. However, the order of preference would be to temporarily pull and tie back branches where possible. If this is not possible, then the minimum amount of vegetation needed for access and safety can be trimmed. This is also detailed on the plan specifications (Section 01 45 00 - 11
ENVIRONMENTAL PROTECTION)
Question 10:
Can all removed woody materials be ground up and used for erosion control on site?
Answer 10:
Good question. We are deliberately using minimal erosion fabric and fiber rolls for erosion control onsite preferring to use existing duff in the project area that should be removed and temporarily stockpiled during the site preparation stage. Any limbs or other materials can be chipped and used for post construction mulch. However, large trunks that are not used for in-channel structures should be left intact and scattered throughout the site.

Question 11:
Are they expected to import rock to the site?
Answer 11:
Yes. However, imported rock needs to meet certain criteria. These criteria are found in SECTION
01 67 01 IMPORTED SOIL AND ROCK. The Park has evaluated sediment quality for a variety of local vendors and those vendors and rock types which are acceptable are also provided in this section.
Question 12:
Can they use the rocks piled up on site?
Answer 12:
No. The rock stockpile shown on Sheet G0.4 (Site Access & Staging construction drawings) and pointed out in the field is intended for another use. There may be some reference in the plan specifications that allow for use of backing rock. This was left in error and would be removed.
Question 13:
Can you clarify the removal of the sediment wash basin?
Answer 13:
Yes. The sediment wash basin/basin pond was mistakenly left in the final design plan (Sheet G0.4 and C1.4), The graphics related to the sediment basin pond should be removed. The related Note
2 about cleaning the sediment trap will be removed as well.
Question 14:
Will there be cleanliness inspections of the equipment on site?
Answer 14:
Contract Line-Item No. 001 – Mobilization and Demobilization requires that any equipment and tools be washed prior to bringing into the Park. The level of inspection is up to the discretion of the Park. Any evidence of grossly ‘dirty’ equipment and tools would result in their rejection and request to clean outside the Park.
Question 15:
Will there be construction site access outside of the creek (e.g., does the creek need to be used as construction corridor)?
Answer 15:
Yes. The contractor will be required to prepare a simple access plan that would detail access corridors that would minimize natural resource impacts. Conlon Ave is a serviceable road for vehicles and heavy equipment.
Question 16:
For the onsite trees that are shown to be protected, will there be orange construction fencing around them?
Answer 16:
The specifications noted that “Trees and shrubs that are identified to be protected will be clearly marked with fencing or flagging” The contractor will have discretion to use either of the two marking options (Plan specs Section 01 45 00 - 11 ENVIRONMENTAL PROTECTION). The spatial limits of protection will be determined jointly onsite by the contractor and COR.
