This is a Technical Specifications document for the Conlon Creek Stream Stabilization project located within Muir Woods National Monument in the Golden Gate National Recreation Area, Marin County, California. The project involves stream restoration work in Conlon Creek and its tributary channel with a permissible construction work window of June 15 through October 15 for equipment operations in the channel and creek banks, with additional staging area work permitted after October 31. The primary work includes installing water diversion systems to maintain a dewatered work zone, selective demolition of existing infrastructure (culvert segment, rock/concrete headwalls, metal trash racks, trees, and rock slope protection), earthmoving and grading of channel beds and banks, installation of rock weirs and grade control structures, placement of engineered streambed materials, installation of salvaged tree trunks and root wads, and permanent erosion control measures including erosion control blankets, fiber rolls, and pine duff.

The contract is structured as five primary lump-sum line items: Mobilization and Demobilization, Dewatering and Water Diversion Systems, Selective Demolition, Earthmoving and Construction of Weirs/Ramps/Aprons, and Permanent Erosion Control Treatments and Plantings. Three bid options are available: haul excess soils to landfill (0-465 cubic yards at unit price), prepare as-built drawings (lump sum), and import rock for engineered streambed material (0-80 cubic yards at unit price). Extensive pre-construction submittals are required before the Preconstruction Conference, including construction baseline schedule (CPM), schedule of values, dewatering and water diversion plan, access plan, site-specific safety plan, quality control plan, traffic management plan, and various other coordination and environmental protection plans. The specifications require weekly construction schedule updates, detailed project management coordination, environmental compliance oversight with a designated Environmental Manager, equipment staging at designated areas with strict disturbance boundaries, and coordination with NPS biological monitoring, archeological monitoring, and regulatory agency representatives who may visit the site without advance notice.
