About this opportunity

The US Coast Guard seeks asbestos and lead-based paint sampling and testing services at multiple California facilities, with proposals due June 4 and questions due May 26. This is a 100% small business set-aside under NAICS 541380 (Testing Laboratories and Services).

Place of performance includes eleven Coast Guard units throughout California: Sector San Francisco, Air Station San Francisco, Sector San Diego, Station Noyo River, Station Lake Tahoe, Air Station Sacramento, and Pacific Strike Team, with administrative oversight at Alameda, CA. The contractor must sample and test approximately 42 rooms totaling over 10,000 square feet across bathrooms, gyms, kitchens, hangars, locker rooms, berthing areas, and recreation rooms. Sampling must occur Monday through Friday, 7:00 AM to 5:00 PM, excluding Federal Holidays. The contractor furnishes all labor, materials, equipment, and waste disposal in accordance with EPA and OSHA compliance; the government provides electricity, parking, and laydown areas as available. For lead paint testing, XRF analysis is acceptable as an alternative to lab analysis via Atomic Absorption Spectrometry. The contractor must submit a proposed sampling schedule within 14 days of award, finalize site access requirements 14 days prior to sampling, and deliver final written test results with sampling location maps within 14 days of sample collection completion.

The estimated contract value ranges from twenty-five thousand to one hundred thousand dollars. The contract is firm fixed price with mandatory coordination within 14 calendar days of award and completion within 60 calendar days of Notice to Proceed. Evaluation criteria are technical approach reasonableness, pricing completeness and reasonableness, and past performance relevance and recency (within the last five years). Award will be made to the responsible offeror submitting the lowest priced acceptable offer. Offerors must be registered in SAM.gov, submit offers electronically with a 9 MB file size limit, and provide technical approach, detailed pricing by material and labor, and no more than three past performance examples. Offers must remain valid for a minimum of 30 calendar days. Amendment 001 provided answers to submitted questions and an updated Statement of Work. Vendors requesting project area photographs must email requests to shawn.t.jenkins@uscg.mil and jesus.c.yutig.civ@uscg.mil by May 29 at 5:00 PM EDT.
