About this opportunity
Naval Facilities Engineering Command seeks to establish up to three Blanket Purchase Agreements for laboratory analyses services and associated sampling supplies to support worldwide environmental testing, with proposals due November 6, 2026. This is a full-and-open competition; Amendment 0003 removed the prior small business set-aside category to broaden participation.
Place of performance is Naval Construction Battalion Center Port Hueneme, California. The prime laboratory must perform greater than 50% of services in-house, with subcontracting permitted up to 50% to qualified laboratories. The laboratory must maintain current accreditation under the Department of Defense Environmental Laboratory Accreditation Program (DoD ELAP) for a minimum of 50% of applicable testing fields, National Environmental Laboratory Accreditation Program (NELAP) accreditation, and specified state accreditations (California required; Utah and Nevada highly recommended). Compliance with ISO/IEC 17025:2017, DoD Quality Systems Manual (QSM Version 6.0), EPA SW-846 methods, and Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) is required.
The contract structure includes a one-year base period with four one-year option periods, anticipated to start in 2026. Services encompass chemical analysis, toxicity characteristic testing, and air testing on environmental samples (soil, sediment, sludge, groundwater, surface water, air, soil gas) supporting Defense Environmental Restoration Programs under CERCLA, RCRA, and Clean Water Act regulations. Standard turnaround time for deliverables is 21 calendar days from sample receipt. The per-order maximum is $15,000; total government minimum/maximum to order is $200,000.
Proposals must be submitted in three separate volumes: Technical Capabilities (Volume I, six pages maximum), Past Performance (Volume II), and Pricing Schedule (Volume III using the government-provided template with firm-fixed-prices for five years). NAICS code is 541380, Testing Laboratories; PSC is B510. Amendment 0003 incorporates Revolutionary FAR Overhaul standards and DFARS deviations. The RFI period closes October 22, 2026. Evaluation prioritizes technical acceptability (required accreditations and analytical capabilities), past performance, and price, with non-price factors significantly more important than price.

AMENDMENT 0003: this combined synopsis / solicitation has been amended, and the Small Business set-aside category has been removed, upon consultation with the Small Business Administration, in order to promote more robust competition for these requirements, where the Government still intends to award multiple agreements for the requirement (as denoted in the attachment). Additionally, the ELIN attachment (Lab Services) have been updated again, with further changes in the line items, at the discretion of the Contracting Office as advised. Furthermore, this Amendment incorporates key changes to the regualtions used, per new policy to apply the Revolutionary FAR Overhaul (RFO) standards, including the 48 CFR Ch. 2 deviations (i.e. DFARS). At this time, the original proposal due date has been extended to November 6th, 2026; were the Contracting Officer to issue any further amendments to the proposal information, they will be posted to this same public record for widest and most-timely distribution.
AMENDMENT 0002: these changes updated the set-aside status, and the ELINs, and both have been superseded.
