About this file

This is a Questions and Answers document for a federal contract opportunity involving lead and asbestos testing at multiple U.S. Coast Guard facilities.

The contract requires sampling and testing of bathrooms, locker rooms, kitchens, and recreation rooms across eleven locations including Sector SF, Air STA SF, Sector SD, STA Noyo River, STA Lake Tahoe, Air STA Sacramento, and PAC Strike Team facilities. Testing must be conducted on approximately 42 rooms totaling over 10,000 square feet, with materials including drywall, tile flooring, carpet, linoleum, concrete, cinder block, and wooden cabinets. For lead paint testing, XRF analysis is acceptable as an alternative to lab analysis via Atomic Absorption Spectrometry (AAS). The sampling protocols have been amended to comply with current regulations requiring a minimum of two samples per miscellaneous material and three to nine samples per friable surfacing material. Bathroom facilities will be available to consultants, with specific bathrooms identified at the beginning of each visit. Floor plans will be provided upon request to the contracting officer and contract specialist. Vendors requiring project area photographs must submit email requests to shawn.t.jenkins@uscg.mil AND jesus.c.yutig.civ@uscg.mil by Friday, May 29, 2026 at 5:00 PM EDT. The term "contractor" in solicitation documents refers to contracted personnel providing goods or services under contract, including primary contractors and subcontractors.

QUESTIONS AND ANSWERS

1. Part 3, 3.1 second sentence states that no bathrooms are available to consultants.

Can this be waived as not having bathroom facilities on-site may delay the sampling with consultants having to leave site to use the bathroom?

Answer: Yes, bathroom facilities can used. Which bathrooms available for use will be identified at the being of each visit.

2. For lead paint testing, is XRF analysis acceptable or will lab analysis via Atomic

Absorption Spectrometry (AAS) be allowed?

Answer: XRF will be acceptable.

Answer: If drawings are available, they will be provided. If drawings are not available square footage is provided in answers to question 7.

4. In the documents, the consultant is listed as "Contractor". Please confirm that that a consultant is not a contractor and that the reference to "Contractor" can be replaced with "Consultant" throughout the documents.
