About this opportunity
The Department of the Interior Bureau of Land Management seeks a design-build contractor for the Conant Bank Stabilization & Parking Area Expansion project in Swan Valley, Idaho, with proposals due September 14, 2026 at 2:00 PM Mountain Time. This is a total small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction).
Place of performance is Swan Valley, Idaho at the BLM Upper Snake Field Office. The project involves approximately 300 linear feet of riverbank stabilization along the South Fork of the Snake River using natural channel design and bioengineering techniques, raft launch restoration or relocation, and parking area expansion. All instream work must occur during the September 15–October 31 low-flow window per Idaho Department of Fish and Game regulations. The contractor must perform at least 15% of contract costs with its own employees; subcontractors must be similarly situated small businesses. Performance and payment bonds are required at 100% of the contract price. Construction wage rates determined by the Department of Labor apply; prevailing wage determinations are available at sam.gov.
The period of performance runs November 2, 2026 through November 11, 2028 (743 calendar days), with design completion by June 21, 2027 and construction completion by approximately day 713. The government will select up to five most highly qualified offerors in Phase One for advancement to Phase Two, evaluated on design-build team qualifications, key personnel, and past performance. Phase Two evaluates project approach, construction schedule, and pricing on a best-value basis, with all non-price factors considered approximately equal in importance to price. The total project budget including design is $2.5 million. A site visit is scheduled for August 25, 2026. Questions are due September 3, 2026. Amendment 0001 removed the bid guarantee requirement. Amendment 0002 added Attachment 17 (site visit sign-in and Q&As). All design services must be performed by architects and engineers licensed in Idaho.
