About this file
This is a Final Geotechnical Investigation Results memorandum prepared for the Conant Bank Stabilization Project being performed for the Bureau of Land Management (BLM) in Bonneville County, Idaho. The investigation was completed by the Western Federal Lands Highway Division (WFL) and includes subsurface geotechnical data to inform design of a new parking area expansion at the Conant Boat Access on the South Fork of the Snake River. The project addresses ongoing bank erosion that has made raft shoreline access unsafe and is causing sediment deposition at the concrete boat ramp, which serves approximately 200,000 visitors annually.
Two test pits were excavated on November 2, 2023, in the southern parking area. Test pit TP23-01 (coordinates 43.463089° N, -111.428042° W) encountered moist brown silt with gravel and cobbles up to 4 inches from 0.0 to 1.6 feet below ground surface (bgs), followed by dry brown lean clay with roots to 3.2 feet bgs, and moist light brown silt with sand to 5.4 feet bgs. Test pit TP23-02 (coordinates 43.462592° N, -111.427939° W) encountered moist dark brown silt with roots from 0.0 to 1.1 feet bgs, dry brown to mottled black lean clay with roots to 2.7 feet bgs, and dry brown silt to 4.3 feet bgs. No groundwater was observed in either test pit. Laboratory testing following AASHTO and ASTM standards included particle size analysis, Atterberg limits, natural moisture content, apparent specific gravity, and R-value testing at 300 psi. Results indicate the subsurface materials are primarily alluvial fine sandy silt to silty fine sand with clay layers, classified as A-6 and A-4 soils with R-values ranging from 19 to insufficient data for other samples, densities at R-value of 86.1 pcf, and moisture contents ranging from 10.9 percent to 46.8 percent.

Final Geotechnical Investigation Results
INTRODUCTION
This memorandum provides geotechnical investigation results for the Conant Bank Stabilization Project being performed for the Bureau of Land Management (BLM) in Bonneville County, Idaho. The project stationing referenced in this report is from the 30% Design Set, dated May 02, 2023.
The geotechnical scope of work for this project included a visual reconnaissance along the proposed alignment and a subsurface investigation program consisting of two test pits. The test pits were completed by Western Federal Lands Highway Division (WFL) in coordination with a BLM operator. Laboratory testing was completed by WFL.
This memorandum was prepared to provide geotechnical investigation results for the two test pits completed on November 2nd, 2023, and laboratory testing from samples obtained from the test pits to inform design of a new parking area.
PROJECT DESCRIPTION
The Conant Boat Access is located on the South Fork of the Snake River (SFSR) in Bonneville County, Idaho (Figure 1). It is a public boat launch managed by the BLM and consists of a primary paved parking area with a concrete boat ramp and a secondary paved parking area for rafts and smaller recreational watercraft. This site provides essential recreational access and serves approximately 200,000 visitors per year.
Figure 1 Project and Test Pit Location Map
Bank erosion has been occurring along the west bank of the river at this site. This bank erosion has made raft shoreline access and launching unsafe and is causing sediment deposition at the concrete boat ramp. Ongoing bank erosion is anticipated and expected to impact more upland BLM infrastructure with time.
The Conant Bank Stabilization project consists of stabilizing the west bank of the SFSR between the South
Fork Lodge and the Boat Ramp at the Conant Boat Access and a parking area expansion at the Conant Boat Ramp Parking.
SCOPING REPORT AND FIELD RECONNAISSANCE
During the scoping trip in October of 2020 (Geotechnical Scoping Memorandum) soil observed on site in the exposed cut bank were interpreted as alluvium (river transported) and are described as fine sandy SILT to silty fine SAND with underlying GRAVELS and COBBLES. Based on the field review of the river cut banks and geologic mapping published by Jobin & Schroeder (Geotechnical Scoping Memorandum), basalt bedrock is possible at shallow depths in the upland areas within the BLM managed portion of the project area but was not encountered in the test pits conducted in November of 2023.
Pritchard Creek’s confluence with the Snake River is directly upstream of the project site. Refer to Geotechnical Scoping Memorandum, for additional geology and site conditions of the project.
SUBSURFACE CONDITIONS
Two test pits were dug within the southern parking area along the SFSR. The locations of the test pits are shown in Figure 1 and Table 1. Bulk samples and moisture samples were collected in each stratum.

Test pits were logged in the field by a WFL engineering geologist and geotechnical engineer. Disturbed soil samples were collected and delivered to WFL in Vancouver, Washington, where samples were reviewed by a WFL geotechnical engineer and engineering geologist. Following review, selected samples of soil were submitted to the WFL Materials Laboratory for testing. Final test boring logs were modified as necessary to reflect updated information from laboratory testing.
The FLH Soil Description and Identification Guidelines were used to characterize soil units encountered during drilling operations. The Unified Soil Classification System (USCS), as outlined in ASTM D2487 and ASTM D2488, were utilized in test pit logs and are based on distribution and behavior of fine-grained and coarse-grained soil constituents. Soil and rock descriptive terms and the USCS chart is provided in the Descriptive Terminology for Boring Logs at the beginning of Appendix A.
Test pit TP23-01 encountered moist, brown, SILT with gravel, cobble up to 4-inches, and roots between 0.0 to
1.6 feet below ground surface (bgs) overlying dry, brown lean CLAY with roots to 3.2 feet bgs. Moist, light brown SILT with sand was observed underly the lean CLAY to 5.4 feet bgs, where the test pit was terminated.
Test pit TP23-02 encountered moist, dark brown SILT with roots between 0.0 and 1.1 feet bgs overlying dry, brown to mottled black, lean CLAY with roots to 2.7 feet bgs. Dry, brown, SILT was encountered underlying the lean CLAY to 4.3 feet bgs, where the test pit was terminated.
Test pit walls were observed to stand up the entire time the test pits were open, approximately 15 minutes. No groundwater was observed at the time of our site visit within the project limits or within the test pits themselves. Test pit logs can be found in Appendix A.
LABORATORY MATERIALS TESTING
Laboratory test results were completed for select soil samples from the test pits. Laboratory tests consisted of soil testing to characterize subsurface materials and characterize engineering properties of soils that may be encountered during construction. The following is a list of tests that were completed on the selected soil samples and the standards that were followed:
• Particle Size Analysis – AASHTO T88
• Liquid Limit, Plastic Limit, and Plasticity Index – AASHTO T 89/90
• Natural Moisture – AASHTO T 265
• Apparent Specific Gravity – AASHTO T 100
• R-Value test – AASHTO T190
Table 2 provides a summary of the testing results:

LIMITATIONS
This memorandum was prepared to provide subsurface geotechnical investigation results for the Conant Bank Stabilization Project being performed for the BLM in Bonneville County, Idaho. It should be noted that the test pits might not represent potentially unfavorable subsurface conditions between the test pits. The observed water levels and/or conditions may vary considerably with time, according to the climate, rainfall, and other factors and are otherwise dependent on the duration of, and methods used in, and interpretations made from the subsurface geotechnical investigation program.
