About this file
This is a Questions and Answers document for the Comprehensive Medical Services solicitation at FDC Houston (Contract Number 15BCMS26R51700001).
The document addresses two key inquiries regarding service delivery flexibility. Question 1 clarifies that the Performance Work Statement does not mandate a specific labor category for tele-triage services under Line Item 2c1, permitting offerors to propose qualified Advanced Practice Registered Nurses/Family Nurse Practitioners or other appropriately licensed professionals within their scope of practice, provided all applicable licensing, credentialing, and professional requirements are satisfied. Question 2 confirms that offerors may submit proposals for less than the full complement of services, including proposals limited to Line Item 2c1 Tele-Triage alone without facility services or other specialty telehealth services. However, the Government emphasizes that output items 1 and 2 are optional deliverables while output items 3, 4, and 5 apply to all services provided, and comprehensive proposals covering all available services are encouraged. Offerors proposing less comprehensive approaches will be evaluated accordingly, with award decisions based on best value considering service diversity and price among other criteria.

COMPREHENSIVE MEDICAL SERVICES – FDC Houston
15BCMS26R51700001
Question 1:Does the Government permit tele-triage services under Line Item 2c1 to be performed by a properly licensed and board-certified Advanced Practice Registered Nurse/Family Nurse Practitioner practicing within the applicable scope of practice, or is physician-level coverage required for this line item?
Answer 1:The Performance Work Statement (PWS) establishes the Government’s required performance outcomes and does not prescribe a specific labor category for performance of the teletriage services. Offerors are responsible for proposing an approach that satisfies the requirements of the PWS, including all applicable licensing, credentialing, scope-of-practice, and other professional requirements.
Question 2: The Performance Work Statement indicates that the Government may award all, some, or none of the listed services and may consider proposals offering less than the full complement of services. May an offeror submit a proposal limited to Line Item 2c1 Tele-Triage without proposing the facility services or other specialty telehealth services?
Answer 2: See II. Statement of Output
“The BOP desires to make an award to the offeror who can provide the best value, considering the diversity of available services and price, among other criteria. Therefore, the Government may award any or all line items, may withhold award of any or all line items, or may award to an offeror who proposes less than the full complement of services contained in this solicitation. Accordingly, output items 1 and 2 are optional deliverables while output items 3, 4, and 5 are applicable to all services provided. Offerors are encouraged to submit comprehensive proposals committing to provide all outputs listed in the solicitation. Offerors who propose less comprehensive approaches will be evaluated accordingly.”
