About this opportunity
NIST, part of the Department of Commerce, seeks transportation of spent fuel cells from its Center for Neutron Research in Gaithersburg, Maryland, to the Department of Energy Savannah River Site near Aiken, South Carolina, with quotations due November 23, 2026 under Amendment 01. The acquisition is unrestricted (no set-aside used) and is issued as a combined synopsis/solicitation under FAR Part 12 simplified procedures for commercial services.
The base shipment (CLIN 0001) must be completed no later than December 31, 2028, and the optional second shipment (CLIN 0002) no later than December 31, 2030. Quoters submit firm-fixed-price quotations. Place of performance is Gaithersburg, MD 20899, with delivery to Savannah River Site, and acceptance occurs at NIST's Gaithersburg facility. Work must comply with NRC requirements for spent nuclear fuel transport. The contractor furnishes transportation casks and loading equipment. Per Amendment 02 Q&A, the base requirement covers up to 84 fuel sections, and NIST serves as shipper of record with the contractor as registered package user. A current NRC Certificate of Compliance with authorization documentation satisfies deliverable requirements. A logistics management company may serve as prime with specialized nuclear carriers as subcontractors, and subcontractor past performance may establish technical capability. Amendment 02 Q&A also states that additional questions remain pending, with responses to follow by further amendment.
Award goes to the lowest-priced, technically acceptable quoter. Volume I is the technical quotation, and Volume II is the price quotation. Invoicing may occur on acceptance of discrete milestones, and invoices route through Treasury's Invoice Processing Platform. The government declined to provide a site visit, an IGCE range, or historical pricing, and it declined to identify an incumbent contractor. Questions were due within five calendar days of the October 22, 2026 issuance date, and responses come only through amendments to Solicitation 1333ND27QNB610AMD.
The NAICS code is 484230, Specialized Freight Trucking, Long-Distance, with a $34 million small business size standard, and the PSC is V112. Non-small businesses must submit a small business subcontracting plan. Quoters must maintain active SAM.gov registration at submission and through final payment.
