STATEMENT OF WORK

Spent Fuel Shipment Requesting Lab: National Institute of Standards & Technology Center for Neutron Research (NCNR)

I. BACKGROUND

The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) owns and operates a 20 MW test reactor called the National Bureau of Standards Reactor (NBSR). The NBSR is located on the NIST campus in Gaithersburg, Maryland, USA. The NBSR is a heavy water cooled and moderated reactor. The mission of the NBSR is to provide neutrons for world class measurements supporting the industrial, academic, and government needs of the United States. The NBSR is fueled by 30 highly enriched uranium fuel elements. During the course of a year, the NBSR produces approximately 28 spent fuel elements.

The fuel elements are made up of U3O8-Al Materials Testing Reactor (MTR) type dispersion fuel plates. There are two, 13-inch-tall stacks of fuel plates lodged in every fuel element with a gap of six inches between them. The fueled regions can be separated from the rest of the fuel element using an underwater saw to reduce high level radioactive waste shipments. The measurements for each fueled region are 13.5 in x 3.5 in x 3 in.

To be in accordance with the Nuclear Regulatory Commission (NRC), NIST is required to transfer its spent fuel to the Department of Energy (DOE) Savannah River Site (SRS) near Aiken, South Carolina.

II. OBJECTIVE

The goal of this procurement is for a qualified contractor to provide packaging and shipping services for spent fuel elements from the NCNR to DOE-SRS.

III. SCOPE

The action is for the packaging and shipment of the spent fuel cells in a single cask to the DOE-SRS. All the fuel sections will have been out of the reactor for at least two years.
