About this file

This is an Amendment Q&A document providing clarifications to Solicitation 1333ND27QNB610AMD for the packaging and shipment of spent fuel cells from the National Institute of Standards and Technology (NIST) to the Department of Energy (DOE) Savannah River Site. The base requirement involves shipment of up to 84 fuel sections (each measuring 3" x 3.4" x 14") under CLIN 0001, with an identical optional second shipment under CLIN 0002, both requiring specialized nuclear transportation and packaging services.

Key contractual clarifications include: a logistics management company may serve as prime contractor while subcontracting specialized packaging and transportation to qualified nuclear carriers; prime contractors need not independently hold all nuclear transportation certifications if subcontractors possess them; contractors must furnish transportation casks and loading equipment; subcontractor past performance may be used to establish technical capability; NIST will serve as the shipper of record with the contractor designated as the registered package user; invoicing may occur upon acceptance of discrete performance milestones rather than only upon final delivery; and a current NRC Certificate of Compliance accompanied by authorization documentation satisfies deliverable requirements. The government declined to provide a site visit, share an IGCE range, provide historical pricing data, or identify any incumbent contractor. The latest version (APR 2026) of Federal Regulation 52.212-1 applies to this solicitation.

Amendment 02 to Solicitation 1333ND27QNB610AMD Questions and Answers October 29, 2026

1) Can a logistics management company serve as the prime contractor while subcontracting the specialized packaging and transportation services to a properly licensed and qualified nuclear transportation company?

RESPONSE: Yes.

2) Must the prime contractor independently possess all required nuclear transportation certifications and licenses, or can these qualifications be satisfied through specialized subcontractors?

RESPONSE: No, these can be satisfied through subcontractors.

3) Will the government provide the approved transportation cask and loading equipment, or must the contractor furnish these items?

RESPONSE: The contractor must furnish these items.

4) Can the relevant past performance of proposed subcontractors be used to establish technical capability and experience?

RESPONSE: Yes.

5) Will there be an opportunity for a site visit or technical discussion before quotations are due?

RESPONSE: A site visit or technical discussion is not presently planned for.

6) Fuel quantity: SOW Section 3, Scope, provides for "the packaging and shipment of the spent fuel cells in a single cask" but does not state the number of fueled sections per shipment. Please confirm the number of fueled sections to be shipped under CLIN 0001 and under Option CLIN 0002.

RESPONSE: There will be a total of up to but not exceeding 84 fuel sections (Dimensions of each section - 3” x 3.4” x 14”) for CLIN 0001 and up to but not exceeding 84 fueled sections under CLIN 0002.

7) Certificate of Compliance: The Deliverables table requires the "Certificate of Compliance for Cask from NRC" with the quotation. Please confirm that a current NRC Certificate of Compliance held by the package owner, accompanied by documentation of the quoter's authorization to use that package for this shipment, satisfies this requirement.

RESPONSE: Yes, a current Certificate of Compliance from the NRC will be sufficient.

8) Shipper of record: SOW Section 4 states that the Government is the ultimate party responsible for the shipment and will provide the Bill of Lading. Please confirm whether NIST will serve as shipper of record and as the registered package user under 10 CFR 71.17.

RESPONSE: NIST will serve as the shipper. The contractor is the registered user.

9) Attachment reference: The SOW Lifting Requirements state that the "Deliverables from Manufacturer for Standard Lifts – Custom Built" document is "provided in Attachment 1." The solicitation lists this document as Attachment #2. Please confirm that Attachment #2 is the governing document.

RESPONSE: Yes. Attachment #2 is the governing document.

10) Provision version: Paragraph (IX) of the solicitation cites RFO 52.212-1 (DEVIATION Jan 2026), while the Addendum and Attachment 3 cite DEVIATION APR 2026. Please confirm which version applies.

RESPONSE: The latest DEVIATION APR 2026 of RFO 52.212-1 applies.

11) Invoicing: The SOW Payment Schedule states that services shall be invoiced in arrears after acceptance. Will the Government consider invoicing under CLIN 0001 upon acceptance of discrete performance milestones, such as completion of onsite loading and delivery at DOE-SRS?

RESPONSE: Yes, please submit your proposed payment milestones with your quotation.

12) Incumbent and prior contract context: Is there a current or recent incumbent providing this level of effort (LOE)? If so, can you please provide the incumbent name, contract award number and contract award value? If there was an incumbent, what scope changes have been made from the old contract to this requirement?

RESPONSE: There is no current contract or a recent incumbent for this requirement.

13) IGCE Range: Does the government have an IGCE range it can share, or provide historical pricing from prior similar work at this location?

RESPONSE: No, the government does not intend to share an IGCE range or historical pricing.
