About this opportunity

The Air Force Research Laboratory Sensors Directorate is soliciting proposals through Advanced Research Announcement (ARA) CATCH Call 03 for Combat Identification Automated Target Recognition Technology focused on Air-to-Air Combat Identification development through feature fusion engines. The contractor will conduct analysis, testing, assessment, and evaluation of next-generation CID algorithms for both single platform and multiplatform research and development, with all work examined in context of existing fielded platforms and ongoing DOD research activities. Key requirements include U.S. citizenship for all personnel, TS/SCI security clearance for key leaders such as Principal Investigators and Project Managers, and compliance with strict export control regulations due to the sensitive nature of the technology. Proposals are limited to 35 pages for the technical/management section and 10 pages for the Statement of Work, with evaluation criteria prioritizing technical merit and potential to advance technology, followed by cost realism. The proposal submission deadline is September 18, 2025 at 5:00 PM EDT, with an anticipated award date of January 2026.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors, though foreign participation is not authorized due to technology sensitivity requirements. The total estimated contract value is $20 million distributed across fiscal years 2025-2030, structured as a Cost Plus Fixed Fee arrangement with anticipated single award selection. The contract will span 63 months total, consisting of a 60-month technical period of performance followed by a 3-month final reporting period covering applied research and advanced development activities. Performance will take place at Wright-Patterson Air Force Base in Ohio, with the program managed by Kameron Grubaugh as the Program Engineer. The contract structure includes three primary Contract Line Item Numbers covering Research and Development, Hardware, and Computer Software components, with costs and fees to be determined on each individual call under the broader program umbrella.
