About this opportunity
The Air Force Research Laboratory (AFRL) is seeking proposals for the Combat Identification Automated Target Recognition Technology (CATCH) Call 02, an advanced research and development program focused on combat identification technologies across air, ground, and surface domains. The solicitation targets research and development of sensor exploitation technologies, multi-modal sensor fusion, and combat identification algorithms from Technology Readiness Levels (TRL) 3 to 7. Proposals must be submitted electronically by June 9, 2025, at 5:00 PM EDT, with offerors required to be U.S. citizens holding top secret/sensitive compartmented information (TS/SCI) security clearance. The contract will be evaluated based on technical merit, cost/price, the offeror's understanding of technical scope, potential to advance technology, and ability to transition research to future government needs. Proposals are limited to 35 pages for the technical/management section and will undergo a peer or scientific review process.
The solicitation is not set aside for any specific business category, though it requires U.S. citizenship and prohibits foreign participation due to the sensitive nature of the technology. The total estimated contract value is $15 million, with funding distributed across fiscal years 2025-2030 and a 63-month period of performance (60 months of technical work and 3 months for final reporting). The contract will be awarded as a cost-plus fixed-fee type, with the primary place of performance located at Wright-Patterson Air Force Base in Ohio. The anticipated contract award date is October 2025, targeting advanced research in Joint Multi-platform Advanced CID (JMAC) for F-16 and F-15 platforms. The North American Industry Classification System (NAICS) code is 541715, with a small business size standard of 1,000 employees, indicating potential opportunities for small research and development firms specializing in physical and engineering sciences.
