About this opportunity

The Air Force Research Laboratory is conducting an Advanced Research Announcement for Combat Identification Automated Target Recognition Technology (CATCH), a research and development program with an estimated total value of $95 million and individual awards ranging from $1 million to $35 million, with proposal submissions open until March 14, 2030. This solicitation is set aside for Women-Owned Small Business (WOSB) concerns under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences).

The program develops technology across TRL 3 to TRL 7 in modeling, simulation, and analysis; technology development; integration; test and evaluation; and transition coordination. Work encompasses sensor exploitation across air, ground, and surface domains; exploitation and fusion of multiple sensor modalities (active and passive) from single and multiple platforms; operationalization of Combat Identification enabling technologies; all-domain and all-sensor modeling and simulation; software and algorithm development; hardware modification; and demonstration testing.

Place of performance is Wright-Patterson Air Force Base, Ohio, with administrative oversight by AFRL/RYZ under Program Manager Kameron Grubaugh. The Statement of Objectives is marked Controlled Unclassified Information (CUI) and requires qualified contractors to hold a current certified DD Form 2345 (Militarily Critical Technical Data Agreement) and submit requests to Kameron.Grubaugh@us.af.mil. A placeholder DD254 is available from the same contact. Personnel assigned to the project must be U.S. citizens to access Air Force bases and IT networks, with limited waiver provisions. The contract is cost-plus-fixed-fee with a six-calendar-year period of performance. Cost-sharing is not required. This program completes work primarily ranging from TRL 3 to TRL 7 in modeling, simulation, and analysis (MS&A), technology development, integration, test and evaluation (T&E), and transition coordination. The program will look at the follow areas: (1) Sensor exploitation from multiple warfighting domains with focus on air, ground, and surface targets, (2) Exploitation and fusion of multiple sensor modalities, including active and passive modes, from single and multiple platforms,
(3) OMS technologies and third-party software and/or mode exploration
