About this opportunity

The Air Force Research Laboratory (AFRL) is soliciting proposals for the Combat Identification Automated Target Recognition Technology (CATCH) Call 01 program, focusing on advanced sensor exploitation and technology development across air, ground, and surface domains. The solicitation seeks research and development work ranging from Technology Readiness Levels (TRL) 3 to 7, with specific objectives including multi-modal sensor fusion, active and passive sensor exploitation, and exploration of open mission system technologies. Proposals are due on May 1, 2025, at 5:00 PM local time, with an anticipated award in May 2025. Offerors must be U.S. citizens with Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance, and must possess an adequate accounting system. The technical proposal is limited to 35 pages, and evaluations will likely focus on technical approach, personnel qualifications, and potential for technology transition.

The contract is unrestricted, with a small business size standard of 1,000 employees, and has an estimated total value of $17 million distributed across fiscal years 2025-2029. The place of performance will be Wright-Patterson Air Force Base in Ohio (45433). The contract will be structured as a Cost Plus Fixed Fee (CPFF) mechanism, with funding covering research, development, and delivery of modified Combat Identification (CID) algorithms, new datasets, and developed technologies. Contractors must comply with extensive security protocols, including mandatory Operations Security (OPSEC) training, protection of sensitive information, and adherence to strict personnel security requirements. The program emphasizes technology leverage and coordination across different warfighting domains, with potential for domestic and international travel as part of project requirements.

Notice text

1. This program completes work primarily ranging from TRL 3 to TRL 7 in modeling, simulation, and analysis (MS&A), technology development, integration, test and evaluation (T&E), and transition coordination. The program will look at the follow areas:

a) Sensor exploitation from multiple warfighting domains with focus on air, ground, and surface targets
b) Exploitation and fusion of multiple sensor modalities, including active and passive modes, from single and multiple platforms
c) OMS technologies and third-party software and/or mode exploration
