Patterson AFB local time. NOTE: Proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). Early proposal submission is encouraged.

Type of Contract/Instrument: The Air Force reserves the right to award contract(s) and/or Other Transaction(s) pursuant to 10 U.S.C. 4023.. It is anticipated that contract awarded under this call will be a Cost Plus Fixed Fee (CPFF) type contract. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.
Estimated Call Value: The total estimated call value is $17,000,000 (the AF reserves the right to exceed this amount if determined to be in the best interest of the Government).

I. Program Description: Air Force Research Laboratory, Sensors Directorate (AFRL/RY) is soliciting technical and cost proposals on the following research effort.
Unless otherwise stated in this call, all requirements listed within the basic ARA solicitation are considered applicable. See basic ARA for further detailed descriptions of items listed below.
1. Statement of Objective/Needs
a. Contract: Combat Identification Automated Target Recognition Technology (CATCH) Call 01
1. Program Summary - This program completes work primarily ranging from TRL 3 to TRL 7 in modeling, simulation, and analysis (MS&A), technology development, integration, test and evaluation (T&E), and transition coordination. The program will look at the follow areas:
a) Sensor exploitation from multiple warfighting domains with focus on air, ground, and surface targets
b) Exploitation and fusion of multiple sensor modalities, including active and passive modes, from single and multiple platforms
c) OMS technologies and third-party software and/or mode exploration

2. Deliverable Items:
a. Data Items: See attached CDRLs dated 27 February 2025. (Attachment 2)
b. Software: To be determined based on contractor proposal
c. Hardware: To be determined based on contractor proposal
3. Schedule:

1. Contract: 63 months (60 months technical PoP with 3 months for final reporting)

a. Program Security Classification: Individuals must be US citizens and have a security classification level of TS/SCI and SAR.
b. Export Control: Information involved in this effort is subject to Export Control (International Traffic in Arms Regulation (ITAR)).
c. Contractor Performance Assessment Reporting System (CPARS):
CPARS is applicable.
d. Unique/Special Clauses: TBD per individual award.
e. Associate Contractor Agreement: Not anticipated. The contractor shall enter into Associate Contractor Agreement (ACA) for any portion of the contract requiring joint participation in the accomplishment of the government’s requirement.
f. Options: Options are not anticipated on this call.
5. Other Information:
a. Government Furnished Property (GFP) Availability: GFP is not anticipated on this call.
b. Government Furnished Information (GFI) Software: GFI is not anticipated on this call.
c. Base Support/Network Access: Base support is not anticipated on this call.
d. Organizational Conflict of Interest (OCI): In order to mitigate any potential OCI (per FAR Subpart 9.5), DAFFARS provisional clause 5352.209- 9001 is incorporated in Section L of the Model Contract (Attachment 4) and AFFARS clause 5352.209-9000 will be added to any resultant contract(s). If an OCI is anticipated, contractor should provide appropriate mitigation plan for Government review.
e. Multiple awards subject to Fair Opportunity are not anticipated.
f. Data Rights: Unlimited data rights are desired for this call. See detailed information contained within the basic ARA. Data Rights desired by the contractor should be included with submission as part of the Section K (Certs and Reps), as attached to the ARA.

This funding profile is an estimate only and not a contractual obligation for funding. All funding is subject to change due to Government discretion and availability. Potential offerors should be aware that due to unanticipated budget fluctuations funding in any or all areas may change with little or no notice.
III. Eligibility Information:
1. Eligible Offeror: This is an unrestricted solicitation.
2. Other:
a. Foreign Participation: Foreign Participation is not authorized on this call due to the sensitive nature of the technology and its level of classification.
b. Export Control: This acquisition involves data that is subject to export control laws and regulations.
NOTE: You may be ineligible for award if all requirements of this solicitation are not met on the proposal due date, as identified in each call.
IV. Proposal and Submission Information:
1. Overview: Proposals submitted under this call shall be in accordance with the instructions provided both herein and within the basic ARA announcement. The Government intends to review resulting proposals and award all, some, or none of the proposal received without negotiations/discussions. Offerors are required to price each task separately. See paragraph 3 of the SOO.
However, the Government does reserve the right to negotiate with those offerors whose proposals have been selected for funding. Offerors should be alert for any call amendments that may change proposal requirements or permit extensions to proposal submission dates. No classified submittals will be accepted.
2. Proposal Instructions (One Step and/or Request for Proposal):
a. Technical/Management Proposal shall be limited to:

c. Subcontracting Plans: For efforts to exceed $700,000, Subcontracting Plans shall be submitted in the cost/business proposal. Reference FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a) (1) for subcontracting plan requirements. Small business concerns are exempt from this requirement.
d. See information provided in basic ARA announcement (Section IV.3.).
V. Proposal Review Information:
1. Proposal - Peer or Scientific Review Criteria: The Contract Proposals will be reviewed through Peer or Scientific Review using the criteria below. The technical aspect, which is ranked as the first order of priority, shall be reviewed based on the following criteria that are of equal order of importance.
a. Technical Merit:
1. The offeror’s understanding of the scope of the technical effort.
2. Soundness of the offeror’s technical approach including whether the proposal demonstrates related experience and qualifications of technical personnel.
3. Proposal’s potential to advance technology and the state of the art.
4. The potential to transition the research and development deliverables to future Government needs. Any proposed restriction on technical data or computer software will be considered
b. Cost/Price: The cost/price criterion includes the realism of the proposed cost. Cost/Price is a substantial factor, but ranked as the second order of priority (If an offeror proposes the use of GFP other than any GFP identified in this Call, and that proposed GFP provides the offeror an unfair competitive advantage, then FAR 45.202 requires rental equivalent be applied to the Cost Factor for evaluation purposes only).
2. Proposal – Review and Selection Process:
a. Categories: Based on the Peer or Scientific Review, proposals will be categorized as Selectable or Not Selectable (see definitions below). The selection of one or more sources for award will be based on the Peer or Scientific Review, as well as importance to agency programs and funding availability.
1. Selectable: Proposals are recommended for acceptance if sufficient funding is available
2. Not Selectable: Even if sufficient funding existed, the proposal should not be funded.
b. No other criteria will be used.
c. Prior to award of a potentially successful offer, the Contracting Officer will make a determination regarding price reasonableness.
NOTE: The Government reserves the right to award some, all, or none of proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Selectable, though the proposal as a whole may not merit such a categorization.
VI. Award Administration Information:
Award Notices: Offerors will be notified whether their proposal is recommended for award on or about 30 days after receipt of the proposal. The notification is not to be construed to mean that any contract award is assured, as availability of funds and successful negotiations are prerequisites to any award.

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.
a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.
Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.
c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.
Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.
d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.
Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.
Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.
These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

Block 10: The contractor shall deliver the Scientific and Technical Report, in final format, no later than the date specified in the Schedule. USAF will review and, if necessary, return the report with comments no later than the date specified in the Schedule. If the report is returned to the contractor with comments, the contractor shall deliver the publication-ready copy of the report no later than the date specified in the Schedule.
Block 11: End of Technical Effort.
Block 12. 30 days from Block 11. Approval/disapproval by letter from the Air Force Program Manager within 30 days after receipt. Disapproval requires correction/resubmission within 30 days after receipt of Air Force comments.
The contractor shall deliver a draft of the final report IAW the ANSI-based AFRL Format Guidelines (attached), in editable MS Word format and editable PDF on appropriately labeled CD-ROM or DVD (label to include report title, contract number, CUI markings as required, distribution statement, and any data rights and/or export control notices) via approved postal delivery service, or as an attachment on a secure e-mail or sharing through other secure network systems such as DoD SAFE within 30 calendar days after completion of the technical effort. The AFRL Program Manager will take no more than 30 calendar days after delivery to review the draft final report and return technical and STINFO comments to the contractor. The contractor shall incorporate the combined STINFO and technical comments.
Block 13: End of Contract, 90 days from Block 11. The contractor shall deliver the final version of the report in publication-ready condition within 60 calendar days after the date of the draft submission (date in Block 12). The final report shall be delivered as described in the instruction in Block 12 above.
NOTE: Submittal of DD Form 250Z, Final Receiving Report or WAWF prior to acceptance notification will result in rejection of the Final Receiving Report. Hard date indicating when final tech report is due can be found in Section F in the contract.
The report will be published with the Defense Technical Information center (DTIC) by the AFRL STINFO officer.

COMPUTER SOFTWARE CLIN:
The Contractor shall deliver computer software in accordance with Section J, Attachment 6, Statement of Objectives entitled, "Combat identification Automated target recognition TeCHnology (CATCH) Call 01", dated XX XXX XXX.
The contractor shall deliver any and all computer software developed and/or acquired via the course of this effort. Computer software deliverables include, but are not limited to the following:
The contractor shall deliver an altered or created CID algorithms and any new collected datasets to the government in an agreed upon format at agreed upon intervals during the course of this effort.
The contractor shall deliver data in performance of the requirements discussed above and in accordance with Contract Data Requirements List (CDRL) incorporated into the contract. In addition, the contractor shall acquire, develop, and deliver all specific property, equipment, materials, databases, and models needed to accomplish the specific tasks and requirements discussed in the SOW.
The contractor shall ensure AFRL staff is a keenly aware of any leverage of technologies from other sources or programs; as well as any transition of technology from AFRL programs to other organizations programs or fielded platforms no matter how insignificant.
Any commercial off-the-shelf (COTS) software license to be delivered to the U.S. Government under this contract shall be consistent with federal law and submitted to the Contracting Officer for review and acceptability. Although some license terms do not necessarily violate federal law, they may raise security concerns or limit use to such an extent that the license does not meet the Government's needs.

Step 1 – Notification of Contract Letter
All contractors receiving WPAFB or US government-approved contracts, contract renewals or contract extensions must submit a “Notification of Contract” on company letter head signed by a company principal or designated agent, from the prime contractor and the base contracting officer containing the following information:
1. Installation specific contract number
2. Location of worksite(s) on base: Area(s) and Bldg#(s), the times & days of the week and the FPCON
Level (A,B or C) the contractors will need to have to access the installation
3. Minimum of one Authorized Signer a maximum of two - each of whom must be Principals and/or designated agents of the company - who will be able to sign for temporary passes for up to 30 days only.
4. Last names, First names, DOB, DL# and State the DL was issued (in alphabetical order) of all prime contractors and subcontractors performing work under the specific contract needing access to the installation for more than 30 days or for a second or more consecutive 30 day requests
5. The “Notification of Contract” or “Additional Employee List” letter (in alphabetical order) on company letterhead signed by a company principal or designated agent and the base contracting officer must be submitted to the 88SFS/S3R at least 48hrs prior (two (2) complete duty days) to the issuance of base identification or pass.
6. Only four (4) additions are authorized to the contract without producing a new Notification of Contract Letter
The Base Contracting Officer will approve this letter with original and official endorsement. The letter will then be hand carried to 88 SFS/S3R. “Notification of contracts”, “Additional Employee List” or “Notification of Cement, Concrete & Asphalt Deliveries” will not be accepted without original, “wet” signatures. No faxes, copies or scans of any type will be accepted (Blue ink maybe used for signatures).
Step 2 – WPAFB Form 1440 Request for Base Identification Contractors must provide Pass & Registration with a correct and completed WPAFB Form 1440 certified by the Certified Requesting Official with the following information and will not be accepted without original, “wet” signatures:

2. Prime contractor company name, address and phone number
3. Subcontractor’s name, address and phone number (if applicable)
4. Complete all personal information to include full SSN or as stated on state identification or DoD ID

5. Installation specific contract number the individual is working on
6. The Certified Requesting Official will enter a contract number, card expiration date (no longer than three years), Days, Times, Area(s) and FPCON level. The form must be correct and fully completed prior to arriving at Pass & Registration or will result in denial of credential issuance.
7. The WPAFB form 1440 will only be valid for 30 days from the date signed by the Certified Requesting Official. No faxes, copies or scans allowed (Blue ink maybe used for signatures).
Important! The Certifying Requesting Official must have a WPAFB Form 1402 (Signature Card) with an original “wet” signature on file with 88 SFS/S3R Pass& Registration. The Certifying Requesting Official will either be a US Government Contracting Officer, US Government official (DoD Civilian or Active Duty Military) or a US Government Contracting Officer’s representative overseeing the contract. These are the only individuals able to sign the WPAFB Form 1440 and the individuals who sign the WPAFB Form 1440 will be responsible for all actions of the contractors that they sign for while working on WPAFB.
