About this opportunity
The Department of Agriculture Forest Service seeks pumping and demolition of nine cisterns plus removal of a steel storage tank at Coconino National Forest lookout tower locations in Arizona, with proposals due May 21, 2026. The procurement is a 100% small business set-aside (NAICS 238910, $16.5 million size standard) under FAR Part 12, with quotes submitted via email to PPS.proposals@usda.gov by 3:00 PM Mountain Time.
Place of performance is Flagstaff, Arizona, spanning eight locations: Baker Butte, Buck Mountain, East Pocket, Hutch Mountain, Lee Butte, Mt. Elden, Turkey Butte, and Woody Mountain. Work cannot occur from March 1 through August 31 at Lee Butte, Woody Mountain, and Hutch Mountain due to environmental restrictions; work at those sites cannot begin until September 1. Five sites require full cistern demolition and site regrading; two sites require fill-and-seal abandonment. All cistern water must be treated as black water or tested at contractor expense and disposed at off-site commercial facilities. Lead-based paint testing is underway for the Lee Butte steel tank with potential equitable adjustments if found. Contractors must be licensed, provide all labor, materials, equipment, and permits, and dispose of all excess excavated material off-site. Work must comply with OSHA, EPA, ADEQ, ADWR, Coconino County regulations, and Coconino National Forest fire precautions guidelines (Industrial Fire Precautions Plan with spark arresters, fire extinguishers, and communication with Dispatch).
Completion is required within 180 calendar days of notice to proceed; work must commence within 10 days of notice. Davis-Bacon prevailing wage applies per General Decision AZ20260056 (effective January 2, 2026). Award is firm-fixed-price based on technical approach (acceptable/unacceptable), past performance of three similar projects (acceptable/neutral/unacceptable), and fair and reasonable pricing. Performance and payment bonds at 100% are required for amounts exceeding $150,000. Amendment 0001 (posted May 7) adds revised specifications, wage determination, SOI, and RFI responses; acknowledgment by the specified deadline is mandatory. An organized site visit occurred April 27 at 9:00 AM; contact Kristina Brown at 928-522-3332.
