About this file
This is a CSI Specification Index and detailed technical specifications document for the Coconino Lookout Tower Cistern Demolition project on the Coconino National Forest in Arizona. The work includes pumping and demolition of nine cisterns at various lookout tower locations (Baker Butte, Buck Mountain, East Pocket, Hutch Mountain, Lee Butte, Mt. Elden, Turkey Butte, and Woody Mountain) plus removal of an above-ground steel storage tank at Lee Butte, with backfill, compaction, site grading, and waste removal. Work is scheduled to begin Summer/Fall 2026, with no restrictions on weekend work at most locations, though work at Lee Butte, Woody Mountain, and Hutch Mountain cannot be conducted from March 1 through August 31 due to seasonal restrictions.
The specifications establish comprehensive requirements for site preparation, demolition methods, material handling, and environmental compliance. Cistern abandonment procedures vary by type: metal cisterns must be emptied, collapsed, and filled with sand, gravel, or concrete; concrete cisterns must be sealed and backfilled. All excavation is classified as unclassified material with rocks exceeding 6 inches in diameter removed during backfill operations. The contractor must provide all labor, equipment, and materials; conduct site investigations; manage noxious weed control; properly dispose of lead-based paint if found on the steel tank; and restore sites to match existing grades with minimum 18 inches of fill capping each hole. Payment is structured as nine separate lump-sum line items for individual cistern demolition and tank removal work, with mobilization costs paid progressively based on earned work from other pay items. All work must comply with OSHA regulations, Forest Service accessibility guidelines, and federal environmental codes, with the contracting officer's representative providing on-site administration.

PART 2 – EXECUTION
CLEARING & GRUBBING
A. All debris, trees, stumps, roots, and other protruding vegetative material within the clearing limits shall be cleared, grubbed, removed, and disposed of AS NEEDED.
B. Undisturbed stumps in embankment areas, provided they do not extend more than 12 inches above the original ground (measured from the uphill side) nor closer than 2 feet to the finished subgrade or 1 foot to any slope surface and they do not interfere with the placement or compaction of embankments.
C. Grubbing of pits, channel changes, rock sections, and ditches, below the depth of the proposed excavation.
D. All roots over 3 inches in diameter within the roadbed area shall be grubbed to a minimum depth of 6 inches below subgrade. Roots over 3 inches in diameter protruding from the excavated slope shall be cut flush with the excavated slope surface.
E. Trees shall be felled into the area being cleared when ground conditions, tree lean, and shape of clearing permit. Controlled felling shall be used that will ensure the direction of fall when necessary to prevent damage to property, structures, trees DESIGNATED to remain, or traffic.
F. Fire-dangerous dead trees or unstable live trees, DESIGNATED by the Engineer within 200 feet slope distance of the centerline of roads shall be cut off not more than 12 inches above the uphill ground line and treated in accordance with construction slash.
G. Branches on remaining trees or shrubs shall be trimmed to give a clear height of 14 feet above the roadbed. Tree limbs shall be trimmed as near flush with the trunk as practicable.
SLASH TREATMENT
A. Treatment of construction slash larger than 3 inches in diameter and 3 feet in length shall be accomplished by Method A – Scatter on site as designated by the Engineer. Pieces of wood less than 3 inches in diameter and 3 feet in length will be scattered in designated areas. No construction slash shall be deposited in lakes, meadows, streams, or streambeds. Finished surfaces shall be reasonably smooth, compacted, and shall drain without ponding.
02224 - 35
Backfilling Adjacent to Concrete Remove all forms and clean the excavated area of all debris. Remove any standing water from excavation. Obtain approval from Engineer prior to placement of backfill. Do not backfill until concrete has been in place for a minimum of 7 days and has attained sufficient strength to withstand imposed loads.
3.3 - Embankment
Embankment shall be placed in horizontal layers not exceeding 12 inches (loose measure) and compacted.
Bring all embankments to suitable elevations above grade to provide for anticipated settlement, shrinkage, and required compaction.

Place suitable material in layers no more than 12 inches thick.
Placing individual rocks or boulders greater than 24 inches in diameter will be permitted, provided that the embankment will accommodate them and that they are at least 6 inches below sub grade. Carefully distribute rocks and fill the voids with finer material to form a dense and compacted mass.
02224 - 71
02224 - 3 Where material containing large amounts of rocks is used to construct embankments, make layers of sufficient thickness to accommodate the material involved. Construct a solid embankment with adequate compaction by working smaller rock and fines in with the larger rocks to fill the voids, and by operating hauling and spreading equipment uniformly over the full width of each layer as the embankment is constructed.
