About this file

This is a Statement of Work for the abandonment of eight concrete cisterns and one steel storage tank located throughout the Coconino National Forest in Arizona's Flagstaff and Mogollon Ranger Districts. The project must be completed within 120 days of the notice to proceed, with work restrictions prohibiting activities from March 1st through August 31st at three specific locations (Lee Butte, Woody Mountain, and Hutch Mountain) due to environmental sensitivity. The cisterns range in capacity from 880 gallons to 5,000 gallons, with the storage tank at Lee Butte holding approximately 5,000 gallons.

The contractor must be a licensed contractor responsible for providing all labor, materials, tools, testing, supervision, permits, sanitary facilities, water, electricity, and waste disposal. Work shall be performed in accordance with Federal, State, and local regulations including OSHA, EPA, ADEQ, ADWR, and Coconino County requirements. Tasks include two decommissioning options: Task 1a requires full collapse and removal of cistern structures with site regrading, while Task 1b involves filling and sealing cisterns in place; Task 2 requires complete removal of the Lee Butte storage tank; and Task 3 covers mobilization and demobilization to remote sites accessible only via rough forest service roads. Sites are located at Baker Butte, Buck Mountain, East Pocket, Hutch Mountain, Lee Butte, Mt. Elden, Turkey Butte, and Woody Mountain, with detailed directions and GPS coordinates provided for each location. Government oversight will be conducted by Contracting Officer's Representative Kristina Brown and Project Inspector Kaitlyn Tighe.
