About this opportunity
The Indian Health Service is seeking a contractor to apply protective coating to existing roof terraces at the Clinton Indian Health Center in Clinton, Oklahoma, to prevent rainwater infiltration into the building. The project requires placing a Tremco Vulkem 350/351 pedestrian and waterproofing system on concrete roof deck surfaces, including surface preparation, primer application, and sand for slip resistance, all backed by a comprehensive 10-year warranty. Contractors must submit a firm fixed-price quote on SF18 form, technical specifications, two relevant past performance references, and the Buy Indian Act Indian Economic Enterprise Representation Form. Quotes will be evaluated on an acceptable/non-acceptable basis, ranked by price from low to high, with technical acceptability assessed starting with the lowest-priced quote until an acceptable offer is identified. Critical dates include an official site visit on June 6, 2025 at 10:00 AM, questions due by June 16, 2025 at 5:00 PM CST, and quote submissions due by June 23, 2025 at close of business CST.
This procurement is designated as a 100% Indian-owned business set-aside under NAICS code 238160 (Roofing Contractors) with a size standard of $19.0 million, and no incumbent contractor is identified in the solicitation documents. The estimated award amount is less than $27,000, making this a simplified acquisition under FAR Part 13 procedures. The performance period is 90 calendar days from Notice to Proceed, though the Statement of Work references a 14-calendar day performance period for the actual coating work. The work will be performed at the Clinton Indian Health Center located at 10321 N. 2274 Rd, Clinton, OK 73601. Potential awardees may be required to pass a background investigation from the IHS Human Resource Department, which could take up to two weeks to complete.
