About this opportunity
The Department of the Navy Naval Supply Systems Command seeks Coalition Interoperability Assurance Validation Services through a two-step fair opportunity RFQ on the SeaPort NxG multiple award IDIQ contract vehicle, with Step One proposals due September 13, 2026. Only SeaPort NxG Prime Contract Holders are eligible to compete. This is a follow-on to task order N0018921F3017 previously awarded to General Dynamics Information Technology, Inc.
Place of performance is Suffolk, Virginia (95% government facility) with liaison offices required within 25 miles of the performance site; some positions are located in Tampa, Florida and various CONUS/OCONUS locations. Work will be performed at multiple classification levels (Unclassified, Secret, Top Secret) and includes interaction with Department of War organizations, NATO coalition partners, and other government agencies. All contractor personnel require a minimum Secret clearance; Subject Matter Experts and Analysts require Top Secret/SCI clearance with access to Controlled Unclassified Information, NATO Secret, ACCMs, and Special Access Programs.
The contract is structured as Cost Plus Fixed Fee (CPFF) with an estimated base period (November 14, 2026 to November 13, 2027) of 54,680 direct labor hours across 22 labor categories—Program Managers, Analysts, Subject Matter Experts in targeting, fires/effects, ISR, C2, C4A/Engineering, and operations. If all five option periods are exercised (four one-year options plus one six-month option), total estimated labor hours reach 300,740. Travel authorization covers up to 60 man-days per person per performance period for CONUS and OCONUS locations including NATO countries, Australia, Canada, Japan, and South Korea.
Step One requires a two-page description of relevant prior contract experience, SeaPort NxG Prime Contract Holder attestation with contract number, and Top Secret Facility Clearance attestation by 5:00 PM EST on August 13, 2026. Viable Step One competitors will be invited to submit technical and cost quotations in Step Two. Evaluation emphasizes Performance Approach (non-cost factor) as more important than cost, which is evaluated on cost realism. Quotations must address level-of-effort requirements, fixed fee calculations, and prompt payment discount terms. NAICS code is 541330 (Engineering Services); PSC is R425 (Support—Professional: Engineering/Technical).
