About this file
This is a Questions and Answers document for RFQ N0018926Q3104 for Coalition Interoperability Assurance Validation (CIAV) Services.
The solicitation was issued on August 7, 2026, with a Step 1 submission deadline of no later than 5 p.m. on August 14, 2026. The Government denied a request to extend the Step 1 deadline to August 17, 2026. Step 1 responses are limited to two single-sided pages and must include attestations that the interested vendor is a SeaPort NxG Prime Contract Holder (with contract number provided) and possesses an active Top Secret Facility Clearance (FCL). FCL attestation counts toward the two-page limitation. Submissions failing to provide these required attestations may be determined ineligible to participate in Step Two. Regarding Controlled Unclassified Information (CUI) marking concerns raised by one interested source, the Government responded that the solicitation is clear on its face and does not contain prohibitive markings that limit quoter responses to Step 1.

Enumerated List of Questions
RFQ N0018926Q3104 was solicited on 07 August 2026 with Step 1 submission to be submitted NLT 5 pm 14 August 2026.
1. Would the Government please extend the Step 1 response deadline to Monday, August 17, 2026, at
12:00 p.m. Eastern Time to provide interested sources sufficient time to prepare complete and responsive submissions?
Answer: The Government does not contemplate extension of the due date for submissions.
2. The Step 1 response is limited to two single-sided pages. Please confirm whether documentation verifying an interested source’s Facility Clearance Level (FCL) is required with the Step 1 submission and, if required, whether it may be submitted as a separate attachment excluded from the two-page limitation.
Answer: FCL attestation DOES count toward the two-page limitation. The interested quoter merely needs to attest that that they possess a Top Secret Facility Clearance (FCL).
3. Because the supporting FCL documentation is marked Controlled Unclassified Information (CUI), please provide a Government-approved secure email address or other authorized method for transmitting CUI. Alternatively, would the Government accept an affirmative statement within the Step 1 response confirming that the interested source possesses an active Top Secret FCL, subject to verification through the appropriate Government security system?
Answer: Step One submissions must also attest that the interested vendor is a SeaPort NxG Prime Contract Holder, and the contract number must be provided within the submission. Additionally, sources must attest that they possess a Top Secret Facility Clearance (FCL). Submissions that do not provide such attestations may be determined ineligible to participate in Step Two.
4. ECS would like to respectfully request the Government review the CUI designation on the complete Performance Work Statement (PWS) and apply to only to information types/categories found on the CUI Registry. This will help assist all of industry in responding to the RFP while providing the ability to easily distribute internally to ensure complete and concise responses to the RFP.
Answer: Solicitation is clear on its face. The Government does not believe there is any prohibitive markings in the solicitation PWS that limit quoter’s response to step 1.
