About this file

This is a Request for Quotation (RFQ) for Program Management Support Services in support of Joint Staff JS J6 Deputy Director, Cyber and Command, Control, Communications, and Computers (C5) Integration (DDC5I), issued under the SeaPort NxG multiple award IDIQ contract vehicle. The requirement is a follow-on to task order N0018921F3017 previously awarded to General Dynamics Information Technology, Inc., with only SeaPort MAC holders eligible to participate. The solicitation employs a two-step fair opportunity evaluation process: Step One requires eligible sources to submit a two-page description of relevant prior contract experience by 5:00 PM EST on August 13, 2026, along with attestations of SeaPort NxG Prime Contract Holder status and Top Secret Facility Clearance possession; viable competitors determined in Step One will be invited to submit technical and cost/price quotations in Step Two. The contract is structured as Cost Plus Fixed Fee (CPFF) with separate line items for Operations and Maintenance (O&M) and Research, Development, Testing and Evaluation (RDT&E) funding across a base period and five one-year option periods, with Option V representing a six-month extension.

The Performance Work Statement specifies non-personal R&D and O&M support services for the JS Coalition Interoperability and Assurance Validation (CIAV) Team, focused on analyzing warfighting functions across Department of War organizations to identify capabilities and limitations and provide recommendations for improved mission effectiveness, efficiency, and joint/coalition interoperability. Key deliverables include programmatic support documents, project plans, analysis reports, procedural workflow maps, briefings, and lab-based testing environment management. The base period requires 54,680 estimated direct labor hours across 22 labor categories (Program Manager, Program Manager Assistant, Senior and standard-level analysts, various Subject Matter Experts in targeting, fires/effects, ISR, C2, C4A/engineering, and operations) located primarily in Suffolk, VA with some positions in Tampa, FL and TBD locations, with all personnel requiring Top Secret/SCI clearance with access to CUI, NATO Secret, ACCMs, and Special Access Programs. Pricing includes not-to-exceed travel and Other Direct Costs (ODCs) line items, and quoters must address level of effort requirements, fixed fee calculations, and discount terms for prompt payment.

GENERAL INFORMATION

This solicitation is issued under the authority of FAR 16.5 under the Seaport program of multiple award IDIQ contracts. Only SeaPort MAC holders are eligible to participate in this solicitation process. To the extent that the words "offer" or "proposal" appear in this solicitation, they shall be construed to mean "quote" (or "quotation"), and to the extent that the word "offeror" appears in this solicitation, it shall be construed to mean "quoter."

This requirement is being processed as a follow-on to task order N0018921F3017, which was awarded to General Dynamics Information Technology, Inc. under their SeaPort NxG contract N0017819D7693.

Quoters may submit questions requesting clarification of solicitation requirements via e-mail to Rubean Varghese, rubean.j.varghese.civ@us.navy.

mil. Responses to questions received will be provided via an amendment to this solicitation.

PREPARATION COSTS

This Request for Quotations (RFQ) does not commit the Government to pay for the preparation and submission of a quotation.

FAIR OPPORTUNITY EVALUATION FOR AWARD

The Navy will provide interested sources a fair opportunity IAW FAR 16.507 using the procedures and evaluation factors described in this provision.

It's emphasized that this is a FAR 16.507 fair opportunity process intended to streamline the source selection and be minimally burdensome for both the Navy and Indefinite Delivery Indefinite Quantity (IDIQ) awardees interested in competing for this requirement. The procedures of FAR 15.2 do not apply to the source selection. While not an all-inclusive list, some examples of FAR 15.2 requirements that don't apply are the late is late rule, competitive range determinations, the FAR 15.2 rules for discussions, formal evaluation plans, and formal evaluation documentation.

The Contracting Officer will make the source selection using the following two-step process.

STEP ONE:

No later than 5:00 PM EST, 13 August 2026, interested sources must submit, on no more than two (2) (single-sided) pages, a description of their experience on prior contracts they consider most similar to the Performance Work Statement (PWS). Interested sources should use their judgement on how to best demonstrate through their two-page submission that they're a viable competitor. For example, a source with relatively limited experience related to the PWS could address how it has the commitment of key personnel or other contractors with more relevant experience.

Step One submissions must also attest that the interested vendor is a SeaPort NxG Prime Contract Holder, and the contract number must be provided within the submission. Additionally, sources must attest that they possess a Top Secret Facility Clearance (FCL). Submissions that do not provide such attestations may be determined ineligible to participate in Step Two.

The Contracting Officer will evaluate each submission and determine which sources are viable competitors for award. The Contracting Officer may communicate with interested sources, without regard to the rules of FAR 15.2 concerning competitive range determinations and discussions, if such communications will enhance the Contracting Officer's determination of whether the quoter is a viable competitor for award. A determination an interested source is nonviable doesn't necessarily mean the Contracting Officer believes the source can't successfully perform the PWS. An interested source could be determined nonviable because of their experience relative to other interested sources. The Contracting Officer will notify those sources determined nonviable that they are eliminated from further consideration, and invite sources determined viable to submit a quote in response to Step Two.

Step One submissions shall be emailed to rubean.j.varghese.civ@us.navy.mil in .PDF format.

STEP TWO:

Upon the completion of Step One, the Contracting Officer will request the information detailed in Sections L and M of the Request for Quotations from the viable competitors. Refer to Section L for entirety of instructions and Section M for evaluation criteria. In addition to the information submitted by competitors, the Contracting Officer may consider other information reasonably related to the evaluation factors, to include the personal knowledge of the competitor's commercial and Government customers, and past performance databases. The Contracting Officer isn't obligated to evaluate all information submitted from each competitor. For example, the Contracting Officer may curtail evaluation of a competitor's submission if at any point the Contracting Officer determines the competitor's quote is unlikely to represent the best value.

The Contracting Officer may communicate with interested sources and competitors at any time during Steps One and Two without regard to the FAR

15.2 rules concerning competitive range determinations and discussions. The Contracting Officer may also identify the competitor whose quote is likely to represent the best value and hold negotiations solely with that firm to finalize the order and/or negotiate more favorable terms for the Government.

Any quotations received from firms that were determined not viable during Step One and not invited to submit a quotation based on the review conducted during Step One will not be evaluated and immediately disqualified for consideration in this requirement.

Firms determined viable will be requested to submit a technical and cost/price quotation via e-mail to rubean.j.varghese.civ@us.navy.mil.

LEVEL OF EFFORT (COST TYPE CONTRACT) ("C"-TYPE CONTRACT) (SEP 2015)

(a) The level of effort for the performance of this contract during the period from the start of contract performance to twelve months thereafter is based upon 54,680 estimated manhours of direct labor. If all options are exercised by the government, the level of effort for the performance of this contract will be increased by an additional 246,060 estimated manhours of direct labor, for a total level of effort of 300,740 estimated manhours of direct labor (hereinafter referred to as the "Estimated Total Hours").

(b) The estimated composition by labor category of the Estimated Total Hours is as follows:

(c) The Estimated Total Hours include subcontracting hours but exclude holidays, sick leave, vacation days and other absences.

(d) The number of manhours expended per month may fluctuate in the pursuit of performance of the contract statement of work, provided that such fluctuation does not result in the utilization of the total manhours of effort prior to the expiration of the contract. The number of manhours for any labor category may be utilized by the contractor for any other labor category if necessary in performance of the contract.

(e) The contractor shall not be obligated to continue performance beyond the Estimated Total Hours, except that the Contracting Officer may require the contractor to continue performance in excess of the Estimated Total Hours until the total estimated cost has been expended. The government will not be obligated to pay fee on any hours expended in excess of the Estimated Total Hours. Any hours expended in excess of the Estimated Total Hours shall be excluded from all fee computations and adjustments. The Contracting Officer may also require the contractor to continue performance in excess of the total estimated cost until the Estimated Total Hours have been expended. In no event, however, will the Contracting Officer, pursuant to this paragraph (e), require the contractor to continue performance in excess of the Estimated Total hours if the Contracting Officer is requiring or has required the contractor to continue performance in excess of the total estimated cost. Nor will the Contracting Officer, pursuant to this paragraph (e), require the contractor to continue performance in excess of the total estimated cost if the Contracting Officer is requiring or has required the contractor to continue performance in excess of the Estimated Total Hours. The Contracting Officer may extend the period of performance in order to expend either the total estimated cost or the Estimated Total Hours.

(f) If at any time during the performance of this contract the contractor expends in excess of 85% of the available estimated manhours of direct labor, the contractor shall immediately notify the Contracting Officer in writing. Nothing herein shall be construed to alter or waive any of the rights or obligations of either party pursuant to the clause entitled "Limitation of Cost" and/or "Limitation of Funds."

operation and maintenance (O&M) support services, that are to be provided to the Deputy Director, Cyber and Command, Control, Communications, and Computers (C5) Integration (DDC5I), Joint Staff (JS) J6, Department of War (DOW), in support of the JS Coalition Interoperability and Assurance Validation (CIAV) Team, led by the JS CIAV Chief. Support is required in two functional areas:

1.1 Research and Development (R&D)

1.2 Operation and Maintenance (O&M)

These services support the DDC5I vision, mission, guiding principles, and core competencies. Services may be required on a limited basis to support other related JS CIAV interests on the Joint Staff, such as program support and project planning services in other Joint Staff (JS) J6 DDC5I divisions or requirements assigned to JS CIAV.

2.0 CIAV was originally established to help resolve critical coalition mission interoperability issues in Afghanistan. After BACKGROUND.

more than two decades of war in Afghanistan, the need to improve interoperability jointly and among coalition mission partners (MPs) has increased exponentially. The necessity for an enduring capability to improve joint and coalition interoperability became evident. Based on the Afghanistan lessons learned, the CJCS assigned the JS J6 to evolve further to a more standardized Mission Partner Environment (MPE) capability to support future coalition requirements. CIAV has transitioned from an Afghanistan Mission focus to supporting Department of War (DOW) MPE efforts to support the operationalization of mission releasable network environments across all the geographic Combatant Commands (CCMDs). CIAV's focus has expanded to analyze warfighting functions across all echelons of the DOW, to identify capabilities and limitations and provide recommendations to improve mission effectiveness, efficiency, and joint/coalition interoperability. JS CIAV's activities enable DOW organizations to become more effective, more efficient, and more interoperable both jointly, across the DOW CCMDs/Services/Agencies (CC/S/As), and with MPs. JS CIAV is critical to ensuring the Joint Force is prepared and ready to conduct combined joint warfare.

The JS CIAV Team capability is required to provide unbiased, third-party mission-based analysis of warfighting functions for U.S. combined/joint military operations across DOW CC/S/As. The purpose of JS CIAV Team activities are to inform offices of the DOW, JS and CC/S/As of operational and technical capabilities and limitations, identifying operational impact, and recommending actions to improve efficiency, effectiveness, and interoperability.
