About this file

This is a Questions and Answers (Q&A) document for a federal RFQ issued by the U.S. Navy. The document addresses seven questions submitted by potential offerors regarding submission requirements, pricing methodology, and evaluation criteria.

Key submission and formatting requirements include: no deviations from the specified font size requirements are permitted; all quotes must be e-mailed to rubean.j.varghese.civ@us.navy.mil; and offerors may password-protect files containing CUI, with the responsibility to provide passwords to the Contracting Officer by the closing date. Regarding pricing, quoters should not apply burdens to Travel and Other Direct Cost (ODC) Not-To-Exceed (NTE) amounts but instead use the government-provided NTE amounts for each Travel and ODC Contract Line Item Number (CLIN). Acceptable pricing documentation includes DCMA Forward Pricing Rate Recommendation (FPRR), DCMA Forward Pricing Rate Agreement (FPRA), or the quoter's Forward Pricing Rate Proposal (FPRP). For evaluation, the Performance Approach factor must receive an "Acceptable or better" rating for quote eligibility, and the government will use a detailed ratings table aligned with DoD Source Selection procedures to evaluate non-cost submissions, providing differentiation among competing proposals beyond merely acceptable performance.

Question 1.

Will the government allow 10pt TNR font to be used in tables and graphics?

Answer: No further deviation are authorized with respect to the instructions for font size in the solicitation.

Question 2.

Does the Government allow submission of CUI documentation to the proposal submission email address provided in the RFQ? If not, will the Government either provide the appropriate method for submission of

CUI?

Answer: In accordance with the solicitation, all quotes must be e-mailed to rubean.j.varghese.civ@us.navy.mil. Please also refer to Question 7 below.

Question 3.

Can the Government please clarify if offerors are to apply burdens within the provided NTE amounts or in addition to the provided NTE amounts?

Answer: Quoters should not apply burdens to the travel and ODC NTE amounts. Quoters should use the government-provided NTE amount for each Travel and ODC CLIN.

Question 4.

Is a DCMA Forward Pricing Rate Recommendation (FPRR) acceptable as well as DCMA FPRA or the quoter’s FPRP?

Answer: Yes, DCMA FPRR is acceptable.

Question 5.

Is a DCMA Forward Pricing Rate Recommendation (FPRR) acceptable as well as DCMA FPRA or the quoter’s FPRP?

Answer: Yes, DCMA FPRR is acceptable.

Question 6.

Ref: Section M states that the Performance Approach factor must be rated “Acceptable or better” for a quoter to be eligible for award, and that the Government will evaluate how well the Performance

Approach addresses the requirements of Section L and the PWS. However, the solicitation does not appear to define the ratings above “Acceptable” or the criteria distinguishing those ratings.

Please clarify the adjectival ratings the Government intends to use in evaluating the Performance

Approach factor, including the criteria for achieving a rating higher than “Acceptable.” Specifically, what characteristics of a proposed Performance Approach would provide evaluated benefit or increased confidence beyond merely demonstrating an acceptable approach to accomplishing the Government-prescribed requirements, labor categories, and level of effort?

Additionally, will the Government’s intended rating methodology provide sufficient differentiation among competing Performance Approaches to recognize meaningful differences in technical and performance value? For example, would the Government consider a graduated adjectival scale (e.g., Excellent, Good, Acceptable, Weak, and Poor) that enables such distinctions, rather than evaluated price becoming the de facto determining factor when competing approaches receive the same or substantially similar ratings?

Answer: See attached ratings table that will be used to evaluate quoter's non-cost submissions. This table is in line with DoD Source Selection procedures.

Question 7.

Volume II – Cost Quote will contain CUI. For the submission, should offerors password-protect the files, or will the Government provide a secure portal for uploading the response?

Answer: In accordance with the solicitation, all quotes must be e-mailed to rubean.j.varghese.civ@us.navy.mil. If password-protected files are provided as part of the quote, it is the quoter’s responsibility to also provide the applicable password for any such files via e-mail to the

Contracting Officer on or before the closing date and time established in the solicitation.
