This is a total small business set-aside with a $19 million size standard under NAICS 541380 (Engineering Services).
Place of performance is Grand Lake, Colorado, spanning Larimer and Grand counties. Work is scheduled for late August or early September 2026, excluding Fridays and weekends. The scope requires sonic or ODEX drilling (preferred) through overburden soils followed by HQ3 wireline coring to a minimum of 10 feet into bedrock at two sites: High Point Slump and Switchback Walls. Specific deliverables include approximately 810 linear feet of sonic/ODEX drilling, up to 40 linear feet of HQ3 rock core drilling, approximately 135 SPT samples, and installation of geotechnical instrumentation (550 linear feet of inclinometers, 300 linear feet of piezometers, and 100 linear feet of thermistors). The contractor must also provide mobilization and demobilization, drill crew per diem and travel, water truck services, traffic control coordination, and site restoration. All equipment must remain on established roadways. Contractor responsibilities include environmental compliance meeting National Park Service requirements, equipment inspection for weed-free status, safety planning addressing high-elevation hazards, traffic management limiting delays to 15 minutes or one mile of backup, and submission of a traffic management plan. The award will be lowest price technically acceptable on a fixed-price basis per contract line item with payment upon completion and government acceptance or through milestone payments as agreed. Technical questions are due July 20.
