Summary of Amendment A001 to Solicitation 6982AF26Q000016
This is Amendment A001 to a Request for Quotation (RFQ) issued by the Federal Highway Administration's Central Federal Lands Highway Division for geotechnical drilling services at two sites along Trail Ridge Road in Rocky Mountain National Park, Colorado. The amendment extends the quotation due date from July 23, 2026 to July 31, 2026 and replaces Scope of Work pages 7, 14, 15, and 16 with revised pages containing technical modifications highlighted in red.
The revised scope requires contractors to perform geotechnical drilling investigations to determine depth to bedrock and locate potential permafrost and groundwater. Work will utilize Sonic or ODEX drilling (preferred) through overburden soils, with HQ3 wireline coring required for a minimum of 10 feet into bedrock. Contractors must provide hourly rates for drilling and associated equipment, mobilization/demobilization costs (lump sum), geotechnical instrumentation per foot (inclinometers at 550 linear feet, piezometers at 300 linear feet, one thermistor at 100 linear feet), SPT sample costs (approximately 135 samples estimated), traffic control estimates, stand-by and on-site move rates, per diem based on CONUS rates, miscellaneous expenses, and water truck services. Drilling is estimated at 810 linear feet for Sonic/ODEX and up to 40 linear feet for HQ3 coring. Work is scheduled for late August or early September 2026 with strict environmental compliance requirements for Rocky Mountain National Park, including equipment inspection for weed-free status, traffic management limiting delays to 15 minutes or one mile of backup, safety plans addressing high-elevation hazards, and prohibition of Davis Bacon wages as this is classified as a service contract rather than construction.

Amendment A001
Figure 2: NPS Map (focused view with starred locations)
II. Work Required
All investigations outlined in this section will be required to align with environmental compliance as identified by the NPS. Drilling for both sites will take place within the existing roadway or shoulder and will be accessible by a truck-mounted rig or track mounted rig with rubber tracks. Sonic or ODEX drilling will be utilized to advance through overburden soils due to the anticipated presence of oversized particles and in accordance with NPS request. Sonic drilling is preferred, however ODEX is acceptable. If bedrock is encountered, HQ3 wireline coring will be required to advance a minimum of 10 feet into bedrock. Inclinometers, piezometers, and one thermistor will be installed in select boreholes. Geophysical investigations scheduled for early July 2026 will optimize borehole placement and target depths while mitigating hazards. Consequently, these findings are expected to streamline and reduce the advanced drilling scope outlined below.
Scope of Work: This scope of work (SOW) is to perform geotechnical drilling to determine the depth to bedrock and locate potential permafrost and groundwater at two sites along Trail Ridge Road, Rocky Mountain National Park. This includes drilling and collecting soil and rock samples at the identified areas. Exact locations and extents will be provided in the field by CFL.
A summary of background information is shown in Table 1 below and photos of the existing High Point Slump and Switchback Walls sites can be seen in Figure 3 and 4.
Amendment A001 withdrawn (coordinate with FHWA). Water will be available at the west NPS headquarters. If water from the NPS is not elected/unable to be used, water must be procured off site and is the responsibility of the contractor.
Cleanliness of Site and Environmental Impact: Rocky Mountain National Park has high ecological, physical and regulatory sensitivity. The high-altitude tundra and alpine lakes are highly vulnerable to airborne pollutants and visitor trampling. It is the responsibility of the driller to collect and dispose of any drilling mud or slurry. It is allowable to backfill the completed borings with cuttings from drilling. It may be prudent to bring bags of bentonite, or similar material, if insufficient drill cuttings are produced to completely backfill the borings. It is imperative that any cement-bentonite grout or drilling lubricant be contained within a five-foot radius of the drilling location. Additionally, no material shall be washed or otherwise be allowed to enter the adjacent waters or any other area (upland) where it has the potential to migrate off-site. All contractors working on public lands will follow the applicable agency’s rules and guidelines pertaining to environment and cleanliness.
Utility Locates: Trail Ridge Road does not have continuous underground utilities spanning its alpine route over the Continental Divide.
Borings and Sampling: A combination of Sonic or ODEX and HQ3 core drilling will be used for the subsurface exploration. Planned sample frequency will be every five (5) feet, with potential to vary at depth, using an SPT sampler provided by the contractor. SPT sampling will be performed in accordance with ASTM D 1586 and D 1586 M. If an obstruction, such as a boulder, is located at the five-foot interval and the sampler refuses to advance, drilling will commence, and a sample will be taken as soon as the hole passes the obstruction. Photos will be taken of all drive samples and Sonic or ODEX drilling samples. Soil samples will be sealed and labeled in 1-gallon plastic bags. The geotechnical drill will use a calibrated automatic trip hammer to drive the samples. Hammer calibration must be within 1 year of the date drilling is performed, and a hammer calibration report is requested to be provided to FHWA prior to drilling. Grab samples will be collected if significant changes in the subsurface are noted between drive samples. Core drilling will use HQ3 wireline tooling with the ability to advance through gravels, cobbles, and boulder overburden, as well as bedrock. Photos will be taken of all core samples while wet. Core samples will be stored in core boxes and labeled with borehole number, depths, and date. Provide and be prepared with sufficient diamond bits, casing shoes, reaming shells, core boxes, core blocks (or a hand saw and lumber) and an extra inner core barrel on site. The drilling contractor will provide 5-gallon buckets with lids for shipping samples, and core boxes. FHWA will assist in coordinating an area to stage the drill rig overnight if needed.
Miscellaneous and Scheduling: Bathrooms are available at the Alpine Visitor Center. FHWA will provide personnel on-site to determine the boring locations and depths, log the borings, and collect samples. Drilling must require a strict, standardized “stop-work” procedure during extreme weather events to secure the rig, protect the crew, and stabilize the open borehole. Work is anticipated to take place in late August or early September 2026 as agreed upon by the FHWA and the drilling contractor. Drilling may not take place on Fridays or the weekends.
Amendment A001 Laboratory Testing Program: Soil and rock samples collected from the investigation will be transported to the CFLHD Materials Laboratory in Lakewood, CO for index and geotechnical engineering property testing. Anticipated testing includes:
• Index testing on all material types encountered in all borings (sieve analysis, Atterberg limits, moisture content, USCS & AASHTO classification)
• Corrosivity of soils testing on representative samples
• Unconfined compressive strength of bedrock
Additional mitigations required by the Park include:
Vegetation - Weed/Seed Free: All contractor equipment and hauling trailers must be inspected by Park staff before entry and reentry into the park. Equipment must be fully clean of debris (mud, weed seeds, etc.) to pass inspection.
Visitor Use & Experience - Communication: A public information program to warn of temporary closures, delays, and road hazards during construction shall be implemented.
This program would help convey appropriate messages to the public and aid in mitigating potential impacts on visitors' expectations and experiences. Work with public information officer and park staff to ensure that potential for delays is communicated to visitors, including location and potential duration.
Transportation: A copy of a Traffic Management Plan shall be submitted for review and approval prior to the commencement of work activities. This plan shall address location of warning signs, type of signs, placement of flaggers, placement of cones/fencing, barricades, duration of anticipated delays, use of pilot cars, etc. This plan shall address vehicle and pedestrian traffic within the construction zone. Delays should be limited to no longer than 15 minutes or one mile of traffic backup.
Human Health & Safety - Safety Plans: The contractor shall submit a safety plan to the Park Safety Officer prior to commencement of work. Safety plan shall demonstrate compliance with OSHA and other applicable safety laws. It shall include an emergency safety plan and shall list contractor points of contact. Include the special circumstances of this project, including the proximity of steep slopes, high elevation work, potential for severe weather at high elevation and exposed areas (with equipment), and communication plans in both areas with limited/no cell phone coverage.
