About this opportunity
The Fish and Wildlife Service seeks inspection and servicing of five electric river pumps at Browns Park National Wildlife Refuge in Colorado, with quotes due August 6, 2026, at 3:00 PM Central Time. This is a Women-Owned Small Business set-aside with 100% WOSB preference.
Place of performance is 1318 Highway 318, Maybell, Colorado 81640. The period of performance runs August 20 through December 31, 2026, with all work completed during normal duty hours Monday through Friday, 8:00 a.m. to 4:30 p.m. The five Cascade Pump Company submersible pumps (Butch, Hog, Hoy, Spitzie, and Nelson) range from 20 to 30 horsepower with voltage specifications of 230/460 or 460 volts.
Scope is firm-fixed-price and limited to routine servicing: pump removal, disassembly, inspection of internal components and rotating assemblies, O-ring and gasket replacement, oil changes using biodegradable lubricant, operational testing, and appropriate material disposal. Any repair work or replacement of major components requires prior written authorization from the Contracting Officer. Deliverables include comprehensive maintenance reports for each pump with measurements, parts replaced, and baseline readings, plus estimates for repairs beyond routine servicing.
The contractor must possess experience with river or irrigation pumps and appropriate equipment for pump removal. The NAICS code is 811310, with a $12.5 million size standard. Evaluation uses a tradeoff process weighing technical approach, technical experience, past performance, and price. Service Contract Act Wage Determination No. 2015-5439 applies to Eagle, Garfield, Lake, Moffat, Pitkin, Rio Blanco, and Routt counties. Quotes must be submitted via email as a single PDF to dana_arnold@ios.doi.gov. Amendment 0001 (issued July 23) revised the closing time zone from Eastern to Central Daylight Time.
