About this file
This is a Statement of Work (SOW) for the inspection and servicing of five electric river pumps at Browns Park National Wildlife Refuge in Maybell, Colorado.
The U.S. Fish and Wildlife Service requires routine inspection and maintenance of five Cascade Pump Company submersible pumps (Butch, Hog, Hoy, Spitzie, and Nelson) that supply water to wetlands providing habitat for migratory birds and wildlife. The pumps range from 20 to 30 horsepower with voltage specifications of 230/460 or 460 volts. Work must be completed as soon as possible and no later than December 31, 2026, performed at the refuge location (1318 CO-318, Maybell, CO 81640) during normal duty hours Monday through Friday, 8:00 a.m. to 4:30 p.m. The contractor must possess experience servicing river or irrigation pumps and appropriate equipment for pump removal.
Deliverables include comprehensive maintenance reports for each pump detailing measurements, parts replaced, and baseline readings, as well as estimates for repairs beyond routine servicing. Scope of work encompasses inspection and servicing tasks including pump removal, disassembly, inspection of internal components and rotating assemblies, assessment of screens, electrical systems, impellers and wear rings, replacement of O-rings and gaskets, oil changes with biodegradable lubricant, operational testing, and appropriate disposal of used materials per state regulations. The SOW explicitly limits work to routine servicing items; any repair work or replacement of major components such as mechanical seals requires prior written authorization from the Contracting Officer. Government acceptance is contingent upon satisfactory completion of all inspections, reinstallation, operational testing, and receipt of complete service documentation. The technical coordinator is Lisa Wilson, Project Leader, at (435) 229-3416.
