The contract encompasses inspection, testing, certification, maintenance, installation, repair, replacement, and disposal of five fire protection system categories: fire alarm systems, fire suppression systems, backflow preventers, fire extinguishers, and remote monitoring services. All work must comply with NFPA standards (NFPA 10, 13, 17, 17A, 25, 72), OSHA requirements, and ANSI/AWWA standards where applicable.
The base period runs September 28, 2026 through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. The NAICS code is 561621 (Security Systems Services except Locksmiths); PSC code is S202 (Housekeeping - Fire Protection). Service Contract Act labor standards apply, with Fire Alarm System Mechanic at $40.15 per hour and Fire Extinguisher Repairer at $30.86 per hour.
Minimum orders are $2,500; maximum order limitations are $150,000 per single item or $300,000 for combinations of items. Contractor personnel must hold current fire protection certifications and appropriate licenses. A Contract Manager and Quality Control Representative must be available during government working hours. Remote monitoring services must be operational within 30 days of contract award and notify the local Fire Department and Forest Service within 15 minutes of alarm activation.
Evaluation criteria are Technical Capability (service plan, work schedule, licenses/certifications, warranty information), Past Performance (assessed on three-year relevancy and quality, timeliness, business practices, customer satisfaction), and Price (primary determining factor). All technical sub-factors must be acceptable; unacceptable past performance results in contract ineligibility. Amendment 0001, posted September 10, provided offeror questions and answers; offerors must acknowledge receipt of this amendment.
