This is a Performance Work Statement (PWS) for integrated fire protection systems support services for the Chugach National Forest (CNF) in Southeast Alaska.

The contract is a non-personal services, Firm-Fixed Price Requirements service contract with a base period from contract award through August 31, 2027, followed by four optional 12-month renewal periods extending through August 31, 2031. The contractor must perform inspection, testing, certification, preventive maintenance, and minor repairs on four categories of fire protection equipment: fire alarm systems (FAS), fire suppression systems (FSS), backflow preventers (BFPs), and fire extinguishers (FEs). All work must comply with NFPA standards (NFPA 10, 13, 17, 17A, 25, and 72), OSHA requirements, ANSI/AWWA standards for backflow preventers, and manufacturer specifications. Services will be performed at multiple CNF facilities in Girdwood, Seward, and Cordova, with contractor personnel coordinating site access at least ten business days in advance. The contractor must maintain a Quality Control Plan, provide a Contract Manager and Quality Control Representative available during government working hours (Monday-Friday, 0800-1630), and hold current fire protection certifications and appropriate licenses. Task Order 5 requires establishing remote monitoring services with a supervising station operational within 30 days of contract award that notifies the local Fire Department and Forest Service within 15 minutes of alarm activation. Task Order 6 covers Over and Above Work requiring government authorization through contract modifications or task orders. All deliverables—including inspection/certification reports, preventive maintenance reports, hydrostatic testing certificates, quality control plans, and schedules—must be submitted electronically in PDF format within ten business days of work completion. The government will evaluate contractor performance at a 98% acceptable performance threshold, with unacceptable performance resulting in rework at no cost to the government within 24 hours.
