The Government intends to hold the RESCHEDULED  Pre-solicitation Industry Day Conference on THURSDAY 27 AUGUST 2020 at 8:30AM - 11:30 AM CDST. Confirmation will be sent to registered attendees via email with final details regarding the dial-in conference number and presentation slide deck. Interested vendors must register their intent to attend by emailing the following information by 24 AUGUST 2020 at 3:00 PM CDST to the POCs: Name, Email, and Company Name Interested in performing or supporting the CNC RM effort. (Subcontractor attendees are welcome on the telephonic conference.) The Presentation Slide-deck will be delivered to all registered attendees preceding the Pre-solicitation Conference. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal at a later date. This notice will be followed by a Draft RFP within (3) days of this posting. The Draft RFP will include Draft Instructions to Offerors and Draft Evaluation Criteria to gather industry feedback on the proposed program and proposal structure. The Government intends to solicit and award a full-and-open Federal Acquisition Regulation (FAR) Part 12, Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Firm Fixed Price (FFP) and Time and Material Contract Line Item Number (CLIN) orders. The Government anticipates that the contract will consist of one basic period of twelve (12) months with four (4) additional 12-month option periods for a total of five years/sixty (60) months.

Program Description

The CNC RM effort provides annual Health Assessments (HA) and Preventative Maintenance (PM) Assessments, and three-tiered Remedial Maintenance (RM) support services for the 16 included Computer Numerically Controlled (CNC) machines located at Tinker AFB. The HA will include a comprehensive check as to the current state of the machine and overall health of all components with a recommendation of items that show significant wear beyond what is expected, and an initial PM assessment with feedback and recommendations for improving the existing PM schedule. Task Orders will be placed for tiered support throughout the contract period of performance. Level 1 support is defined as technical telephone support between the hours of 7:00 AM to 5:00 PM Monday through Friday within four (4) hours of contact by the Government Program Manager (PM).Level 2 support is on-site Contractor support within two (2) business days of contact by the Government PM if Level 1 support was unable to resolve an issue within 8 hours. Level 3 support is performed after a level-two initial assessment. If the repair is OEM specific in nature; meaning it could involve proprietary or specialized knowledge, OEM specific software, configuration, tooling, etc., the contractor shall coordinate with the appropriate OEM/vendor and provide a written repair estimate to the Government COR no later than five (5) business days from assessment. The Contractor shall be able to provide all services in the PWS via organic or subcontracting efforts for a five year period.Level 3 support is performed after a level-two initial assessment. Program Description

The CNC RM effort provides annual Health Assessments (HA) and Preventative Maintenance (PM) Assessments, and three-tiered Remedial Maintenance (RM) support services for the 16 included Computer Numerically Controlled (CNC) machines located at Tinker AFB. The HA will include a comprehensive check as to the current state of the machine and overall health of all components with a recommendation of items that show significant wear beyond what is expected, and an initial PM assessment with feedback and recommendations for improving the existing PM schedule. Task Orders will be placed for tiered support throughout the contract period of performance. Level 1 support is defined as technical telephone support between the hours of 7:00 AM to 5:00 PM Monday through Friday within four (4) hours of contact by the Government Program Manager (PM).Level 2 support is on-site Contractor support within two (2) business days of contact by the Government PM if Level 1 support was unable to resolve an issue within 8 hours. Level 3 support is performed after a level-two initial assessment. Task Orders will be placed for tiered support throughout the contract period of performance. While a complete draft RFP is not available, the draft Sections L and M (Instructions to Offerors and Evaluation Criteria) are available and posted today (8/13), to supplement the draft PWS posted previously on 8/10. Offerors are requested to review and provide comments, questions, and recommendations for updates to the Government by 3:00 PM on FRIDAY, 14 August 2020 with the RSVP for the Pre-Solicitation Virtual Industry Day Conference. Presentation materials for the Pre-Solicitation Virtual Industry Day Conference will be made available for the conference ONLY to PRE-REGISTERED participants.  The Pre-Solicitation Virtual Industry Day Conference Materials will not be posted for at least 72 hours following the event.

This notice does not constitute a request for proposal, request for quote, or invitation for bid. No contract shall be awarded from this announcement. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal at a later date. This notice will be followed by a Draft RFP within (3) days of this posting. The Draft RFP will include Draft Instructions to Offerors and Draft Evaluation Criteria to gather industry feedback on the proposed program and proposal structure. No reimbursements shall be made for any costs associated with reviewing, providing material, or providing information in response to this announcement or any follow up information requests.Nothing shall be construed herein to commit or obligate the Government to further action as a result of this announcement. Contractors not responding to this announcement will not be precluded from participation in any future solicitation, if issued.

The Government intends to solicit and award a full-and-open Federal Acquisition Regulation (FAR) Part 12, Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Firm Fixed Price (FFP) and Time and Material Contract Line Item Number (CLIN) orders. The Government anticipates that the contract will consist of one basic period of twelve (12) months with four (4) additional 12-month option periods for a total of five years/sixty (60) months.

Program Description

The CNC RM effort provides annual Health Assessments (HA) and Preventative Maintenance (PM) Assessments, and three-tiered Remedial Maintenance (RM) support services for the 16 included Computer Numerically Controlled (CNC) machines located at Tinker AFB. The HA will include a comprehensive check as to the current state of the machine and overall health of all components with a recommendation of items that show significant wear beyond what is expected, and an initial PM assessment with feedback and recommendations for improving the existing PM schedule. Task Orders will be placed for tiered support throughout the contract period of performance. Level 1 support is defined as technical telephone support between the hours of 7:00 AM to 5:00 PM Monday through Friday within four (4) hours of contact by the Government Program Manager (PM).Level 2 support is on-site Contractor support within two (2) business days of contact by the Government PM if Level 1 support was unable to resolve an issue within 8 hours. Level 3 support is performed after a level-two initial assessment. If the repair is OEM specific in nature; meaning it could involve proprietary or specialized knowledge, OEM specific software, configuration, tooling, etc., the contractor shall coordinate with the appropriate OEM/vendor and provide a written repair estimate to the Government COR no later than five (5) business days from assessment. Virtual/Telephonic Pre-Solicitation Industry Day Conference

The Government intends to host a virtual/telephonic pre-solicitation Industry Day Conference after the posting of this notice. Potential offerors are encouraged to review all of the package documents, submit questions and comments to the draft documents via email to the Points of Contact (POCs) prior to the conference, and attend the conference via telephone. All questions will be shared with all attendees.

The Government intends to hold the Pre-solicitation Industry Day Conference on 18 August 2020 at 8:30AM - 11:30 AM CDST. Confirmation will be sent to registered attendees via email with final details regarding the dial-in conference number and presentation slide deck. Interested vendors must register their intent to attend by emailing the following information by 14 August 2020 3:00 PM CDST to the POCs: Name, Email, and Company Name Interested in performing or supporting the CNC RM effort. (Subcontractor attendees are welcome on the telephonic conference.) The Presentation Slide-deck will be delivered to all registered attendees preceding the Pre-solicitation Conference. Attendees should call in to the conference number below at least 10 minutes early to ensure connectivity. Due to the number of possible attendees, callers are encouraged to use conference rooms and use limited phone lines to call into the conference to limit the number of connections to reduce latency/feedback issues on the conference call.
