Health Assessments ‐ Do the accuracy test, squareness & level checks, repeatability test and location test need to be performed by an ISO‐17025 Accredited Company?
Although the ISO‐17025 standard is a laboratory standard, the Government does not see that this needs to be a requirement for the successful offeror on the contract effort.

Level‐One Support ‐ In order for telephone support to be remotely effective, a copy of all machine documentation will be required for each machine under the contract, will the government be providing this?
If the government owns the drawings and documentation, the government will provide copies of same, as well as past maintenance records to the successful offeror after contract award.

Test Plan for Return to Service ‐ If an “accuracy test plan” is required, does this need to be performed by an ISO‐17025 Accredited Company? And does the government pay the additional the cost?
At this point, the Government does not see a requirement that the company needs to be 17025‐ accredited.

How does the Government intend to address companies bidding a low hourly rate for lesser skillled technicians which require a greater number of hours for the tasks once awarded the final contract (i.e. multiple single‐skilled people to complete the task
vs. a single higher skilled/certified person) which could increase the overall cost of the contract?
The Government will not direct the offerors staffing methodology, although we will review the price implications in evaluation for the overall acquisition effort and Best Value Tradeoff Decision.
In the Section L instructions for Technical, Subfactor 2 ‐ Program Management require that the offeror explain the level of experience and/or qualifications to meet the PWS requirements for the proposed Remedial Maintenance skillsets. The instructions in 7.2 Pricing Support Information (specifically 7.2.3), the offeror is instructed "All significant assumptions, scope limitations and/or qualifications affecting the pricing proposal shall be explained". These assumptions include the skil levels of the personnel assigned to the various levels of the Remedial Maintenance. Additionally, the instructions in 7.3.8 Other Documentation states "Other documentation considered by Offerors to be essential for support of proposed prices shall be presented in Section 3 of the Price Proposal volume." Given the skill level descriptions of the personnel which are required in the narrative of the proposal response, and the requirement that the offeror link the pricing methodology to the skill level of the proposed personnel, the Government will be able to clearly see the offerors proposed staffing model (multiple lesser skilled personnel vs fewer higher certified personnel).
The Government will evaluate these Assumptions IAW Section M 2.5.6 and the personnel staffing model justification IAW Section M 2.5.14. Lack of cohesion or conflict between the staffing model, the proposed skills level, the pricing methodology, and the overall technical approach may result in the Offeror being ineligible for award.
