26‐Aug 1

It seems that the Level 2 support is a hands‐off supervisory / consulting role wherein the vendor will direct the local team but not actually be physically working on the machines. Is that correct?

No, Level 2 support is contractor‐provided technician/engineer performing maintenance actions on the CNC equipment. The PWS will be updated to clarify this.

26‐Aug 2

What is the planned composition of the local team for Level 2 support? Which department(s) will be responsible for those technicians and providing that manpower?

Level 2 support is contractor‐defined technician/engineer personnel performing maintenance actions on the CNC equipment. Personnel mix is the contractor's discretion to meet the maintenance and repair requirement.

26‐Aug 3 Who will have the authority to escalate an issue from Level 2 to Level 3? Contractor will initaite the need to go to a level 3. Must be approved by Government

The PWS calls for one round of health assessments per year.

Seeing as how Govt currently has contract for HA on this same set of machines right now, is it reasonable to assume that the 2021 health assessments won’t start until around July of that year?

The specific start date of the Period of Performance for CLIN 0001 is as yet to be determined. It wil begin later in the IDIQ and will not initiate immediately upon contract award.

27‐Aug 5 Will the supplier be required to hold inventory? If so, is managing of spare parts in scope? No spare inventory will be held

Are there pre‐existing or revised/planned Service Level Agreements / Operational Level Agreements defined for repairs?

No. None are on a the current RPM and non are under warranty. Only new equipment will have a

(1) year warranty

27‐Aug 7

Will the supplier manage the CNC OEM’s for proprietary equipment / service on clients behalf…will we have access to their current agreements / warranty info, etc.? No current warrany info. Supplier will manage agreement with OEM

27‐Aug 8 What about DFAR? KTR will expound on the question and submit in writing for clarity

This contract incorporate DFARS (Defense Federal Acquisition Regulation Supplement) compliance, as well as AFFARS (Air Force Federal Acquisition Regulation Supplement) compliance ithroughout the clauses included throughout the contract (invoicing, item identification, shipping requirements, Ombudsman, etc.). DFARS clauses may be identified in the contract by the preceding "252" in the clause citation (252.XXX‐7XXX), while AFFARS clauses are identified by a preceding "53" in the clause citation (5352.XXX‐XXXX).

27‐Aug 9 Regarding the Level 3 Service‐ How does the KTR charge the

OEM?

The contactor will incorporate hours estimate in submission for requested Authorization To Proceed. The L3 Order will be issued as a 1 LO with a maximum number of NTE hours.

UPDATE: Per further discussion, this may be revised to address the presented / discussed option of presenting subcontracted OEM efforts all as "Materials" in the Materials category of the T&M

CLIN.

27‐Aug 10 Is there a calendar deadline for Option to be executed. It will be a standard (60) day notification and awaded prior to contract expiration date.

27‐Aug 11

What prevents splitting and billing of 2 rates as the last experience had (2) people billing and he had (1) actually costing less, but he loss the contract because the way it was presented to the Governemnt. Question wasn’t clear, requested that KTR submit question in writiing for clarification.

27‐Aug 12 Is travel expenses and hotels added in proposal or how will that be handled? Travel and hotel will be reimbursed only on Level 2 & Level 3 Services. Will be paid at JTR rates.

27‐Aug 13 How will option years be broken out in CLIN structure ‐ 0001‐0004 Base year is 0001‐0004, (Base) 1001‐1004 (OY1) through 4001‐4004 (OY4) with 20 CLINS as it is in the pre‐solicitaion. All 20 CLINS must be priced in proposal submission.

27‐Aug 14 Who was doing the calibration work and repairs to date, was it done in house?

Currently, some PMs have been completed by organic personnel in MXSG. Most calibration and major repairs have been conducted by OEMs. There are no existing PM/RM contracts for the machines as a category. Each machine has been calibrated/maintained in a unique manner on individual, as needed contract effort.
