The Department of the Air Force Space Command is seeking a contractor to engineer, furnish, install, and test fiber optic cable infrastructure at Cheyenne Mountain Space Force Station through Solicitation FA251725Q0049. The project involves two primary installations: a 36-strand single mode fiber optic cable from ITB 308 to ITB 101 with a 12-strand cable from ITB 308 to EB 15, and a separate 36-strand single mode fiber optic cable from ITB 3000 to ITB 308, including all associated terminating equipment and conduit work. Contractors must possess at least three years of telecommunications systems installation experience, maintain a Secret-level facility security clearance, and provide all new equipment and materials. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation methodology on a Firm Fixed Price basis. Questions regarding the solicitation must be submitted by June 10, 2025 at 1000 MT, with final quotations due June 17, 2025 at 1000 MT via email to TSgt Holly Hepler.

The performance period spans 183 days from approximately June 20, 2025 to December 19, 2025, with work primarily conducted during normal duty hours at the secure Cheyenne Mountain Space Force Station facility in Colorado. The installation includes approximately 770 feet of 4-inch PVC conduit, 125 feet of 2-inch EMT conduit, and associated geo-textile fabric placement. Offerors must have an active CAGE code, be registered in the System for Award Management, and possess an existing Secret Facility Clearance, as escorted access is not permitted for CLIN 0002 work. The contractor must provide a one-year warranty on all work and submit comprehensive weekly status reports throughout the performance period.

Amendment 1 - The purpose of this amendment is to incorporate Attachment 7, Questions and Answers, to the solicitation. 

This requirement is for the Contractor to engineer, furnish, install and test (EFI&T) Fiber optic cable at Cheyenne Mountain Space Force Station. The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in Attachment 1, PWS. All electronics equipment, supplies, and materials to be installed shall be new and not refurbished.

All solicitation details are outlined in the Combined Synopsis and Solicitation document. 

Offerors shall respond to this RFQ via e-mail by 17 June 2025 at 1000 MT. All quotations should be sent to, TSgt Holly Hepler, at holly.hepler@spaceforce.mil before the due date and time specified.

All questions regarding the RFQ package must be submitted to the above e-mail address by 10 June 2025 at 1000 MT. Any questions asked over the telephone will not be answered. Any questions received after this date and time may not be answered.
