About this file

This document is a Questions and Answers (Q&A) attachment from a previous solicitation for the OSP FOC Upgrade CMSFS project, Project Number FA2517-25-Q-0049. The Q&A covers critical technical and logistical details for a fiber optic cable installation at Cheyenne Mountain Space Force Station, including specific requirements for fiber optic distribution panels, connector types (preferring LC connectors), working hours (7am to 3pm, 5 days/week), and site-specific conditions. Key technical specifications include using plenum duct and cable inside CMSFS, installing J-boxes at turn locations, and utilizing blown fiber for new cable installations.

The document also addresses critical site access and security requirements, such as confined space training for manhole entry, tool inspection procedures, and security clearance restrictions. Notably, the Prime Contractor must already have a Facility Secret Clearance (FCL), and subcontractor clearances cannot be used. Logistical details include limited on-site storage availability, equipment shipping instructions (to 1 NORAD Road Bldg. 308, Cheyenne Mountain SFB, CO 80914), and the potential for drawings to be made available. The exact quote submission deadline is marked as to be updated by the contracting office.

Q&A from Previous Solicitation

PROJECT: OSP FOC UPGRADE CMSFS

PROJECT NUMBER: FA2517-25-Q-0049

CONTRACTOR QUESTION GOVERNMENT RESPONSE

1. Do the existing panels have splice trays?

No, the contractor shall install fiber optic distribution panels based on the PWS requirement and use existing legacy patch panel where provided (3101).

2. Can we use anaerobic connectors or pigtails on the patch panel?

We prefer LC connectors. SC can be used in legacy patch panels. Any new patch panels will need to be LC.

3. What are the working hours? 7am to 3pm (5 days/week).

4. Are the hours expandable as needed? The system owners leave at 2pm. We can adjust if needed and move manning where needed, let us know ahead of time and provide us with a work schedule.

5. Who would be on site? I recommend doing this work during the 7am to 2pm time for full support. After hours support will be limited.

6. What is the access between the comm rooms?

They are connected by manholes.

7. Are there any other concerns with working inside the manholes?

They are a confined space. CMSFS will require proof of confined space training for each person acting as entrant, attendant, or supervisor. The contractor must also have applicable manhole safety and marking equipment

8. For the 4’ conduits, do you require innerducts for future expansion?

It depends, if you use a multi-cell in flex then no but if you plan to use an easily cut rubber then yes.

9. Will storage be provided on site? Yes, we can provide storage. Space is limited in the Mountain. some items may need to be stored outside the facility in B308.

10. Would the supplies we ship be staged close to the worksite?

Supplies would be staged inside the Mountain;

however, space will be limited.

11. Can we ship to the site? Yes, we can coordinate to accept and inspect on-site. Ship the equipment to our warehouse where we process all shipments. 1 NORAD Road Bldg.

308, Cheyenne Mountain SFB, CO 80914.

12. How would we be able to apply for Secret Clearance?

The Prime Contractor must already have a Facility Secret Clearance (FCL).

13. Can a Prime contractor use its subcontractor security clearance for security requirements?

No.

14. Can a quote to the Solicitation still be submitted if date is past the noted site visit date?

All quotes are due XXXXX at 10:00am MDT.

//TO BE UPDATED BY CONS UPON

SOLICITATION//

Standard Micro Duct or Plenum Rated?

Yes, Plenum duct and cable is required inside

CMSFS.

16. Is there a requirement for J-boxes at turn locations?
