About this opportunity

The United States Space Force seeks curriculum development services for the Civilian Guardian Course (CGC), a blended 80-hour training program, with proposals due August 6, 2026, at 2:00 PM EST. The solicitation is full and open to all vendors with no set-asides.

Place of performance is Colorado Springs, Colorado. The contractor must design, develop, and iterate a 40-hour online phase delivered over 20 business days using synchronous and asynchronous modalities, followed by a one-week residential capstone featuring high-fidelity simulations and instructor-led activities focused on space awareness and career development. All vendor-developed content must be built and configured within a government-provided Learning Management System (LMS), comply with SCORM 2004 v4 standards, and receive formal government review and approval prior to deployment. The contractor must support two pilot course offerings (Pilot 1: January 6–February 12, 2027; Pilot 2: March 24–April 30, 2027) with cohort sizes of 28–30 students each, with completion of all deliverables by May 14, 2027.

Required staffing includes a Contract Program Manager (Master's degree in Business or Program Management, or six years relevant experience), Multimedia Specialist (Bachelor's degree in Multimedia or related field), Instructional Systems Design Specialist (Bachelor's degree in Adult Education or Instructional Design, or six years curriculum development experience), and Space Subject Matter Expert (Master's degree in Space Studies, or eight years space domain experience). All named key personnel must be current permanent employees of the prime contractor. Technical proposals must not exceed 25 pages and include a 5–10 minute capabilities video demonstrating production and educational delivery capabilities, submitted via unlisted YouTube or Microsoft Teams.

Evaluation weighs technical factors (66.6%, comprising capabilities video, staffing qualifications and management approach, and space subject matter expertise) and price (33.4%). Past performance is evaluated on up to three relevant projects completed within five years of solicitation date. CMMC Level 1 compliance and a non-disclosure agreement in government format are required. The NAICS code is 611430, Professional and Management Development Training; PSC code is U008.

Update #4 · Latest ·

The revision date for offers has been extended to 6 August 2026 at 2:00 p.m. EST.

This is the final solicitation.  Soliciation is full and open to all vendors.  Any reference to a set-aside is incorrect.  Full and open to accomodate the timeline and to ensure all vendors may apply so objective may be met.  Previous instructions were provided to continue to prepare your offer before the solicitation and any amendments were finalized.  The decision to change the due date is to afford extra time due to the pricing sheet. There will be no other changes to the due date.  This is being solicited as full and open.  If any references remain for a set aside please disregard as all attempts to remove those references have been completed.   Please review all documents as there is a new pricing file.

The project scope encompasses the creation of classes, lessons, instructor guides, and student-facing training materials as described in the PWS. The selected vendor must collaborate closely with the government, which will simultaneously develop the inherently governmental portion of the curriculum, to ensure overall continuity and cohesive branding. This highly compressed effort has an expected completion window of less than four months, with all vendor-developed elements delivered in that time window. Furthermore, all lessons, activities, templates, and assessments are subject to formal government review and approval prior to deployment. There is no government furnished information on the space element of the course.

The initial phase of the program consists of a 40-hour, high-engagement, multi-modal curriculum that avoids static lectures or slides. This 40-hour block integrates synchronous and asynchronous elements, including mandatory readings, interactive instructional videos, independent assignments, knowledge assessments, synchronous online group collaboration, and direct interaction with instructors and subject matter experts. The course culminates in an intensive, one-week capstone event focused on high-fidelity, performance-based activities and instructor-led simulations ensuing knowledge of space awareness and their role in superiority. A critical element is the space expert consultant.

The Vendor will be required to participate in all curriculum development and iteration efforts from pre-execution through post-execution. The Vendor shall be responsible for the complete build-out and technical configuration of all assigned portions of course content within the Government-provided Learning Management System (LMS). Curriculum maintenance and updates will occur on a consistent and reoccurring schedule during the development stage as part of this effort. Additionally, all required multi-media support and Instructional Systems Design (ISD) support for the performance period are outlined in the PWS. The Government will retain final authority on all course content, instructional methodologies, and learning activities.

Any vendor who would like to recommend an award be made using a different NAICS code may make that recommendation due to the nature of the project.   Please note U008 will not be changed.
