STARCOM PWS CGC v6.6.docx

This is a Performance Work Statement (PWS) for the Civilian Guardian Course (CGC) curriculum development and iteration effort under Air Force solicitation FA254926R0002. The vendor is responsible for developing comprehensive curriculum materials including classes, lessons, instructor guides, and student-facing training materials for a 40-hour, multi-modal course that culminates in an intensive one-week capstone event. The course design must integrate synchronous and asynchronous elements—including mandatory readings, interactive instructional videos, independent assignments, knowledge assessments, online group collaboration, and direct instructor interaction—while avoiding static lectures. All vendor-developed content must be built out and technically configured within the Government-provided Learning Management System (LMS) and is subject to formal government review and approval prior to deployment. The compressed timeline requires completion of all deliverables within less than four months.

The vendor must collaborate closely with government stakeholders who are simultaneously developing the inherently governmental curriculum components to ensure overall continuity and cohesive branding. A space expert consultant is identified as a critical element of the program. The vendor must participate in all curriculum development and iteration efforts from pre-execution through post-execution phases. This is a full and open solicitation to all vendors with no set-asides, and the Government will furnish the LMS platform but provides no government-furnished information regarding the space element of the course. The solicitation emphasizes high-fidelity, performance-based activities and instructor-led simulations designed to ensure student knowledge of space awareness and their role in space superiority.
