About this opportunity

This solicitation seeks proposals for the Civil Engineering Building and Utilities Mechanical Program III (CE BUMP III) at Arnold Air Force Base. The Department of the Air Force Materiel Command Test Center is procuring mechanical installation, minor construction, infrastructure sustainment, maintenance and repair services for heating, ventilation and air conditioning, water, steam and fuel systems. Evaluation will be based on past performance, which is significantly more important than price. Proposals are due by June 20, 2023. Up to five multiple award indefinite delivery, indefinite quantity contracts will be awarded for a five year ordering period with a maximum value of $99 million.

This requirement is set aside exclusively for small businesses. The primary NAICS code is 238210 and PSC code R499. Evaluation will consider recency and relevancy of past performance on contracts over $100,000 for similar design-build and construction services. An initial seed project to repair and upgrade the fire suppression system in Building 579 is valued between $250,000-$500,000. Work will be performed at Arnold Air Force Base in Tennessee over a five year period.
