About this file
This document contains questions and answers related to a solicitation for the Civil Engineering Building and Utilities Mechanical III (CE BUMP III) project at Arnold Air Force Base.
The solicitation seeks design and construction services for upgrades to the existing CO2 fire suppression system, including replacing activation devices, control panels, and adding a Kirk key system and double block and bleed valves at the CO2 tank. Bidders must provide pricing for a fixed-price contract and the contract period of performance will commence after notice to proceed. The lowest priced offer will be awarded the initial seed project task order following contract award. The deadline for proposal submissions was extended to June 20, 2023 at 2:00pm Central Time.
The questions and answers provide additional details on requirements for past performance submissions, available work hours including weekends, information to be included in technical drawings, as well as clarification on the scope of work related to specific components and locations of additions or modifications to the existing CO2 suppression system.

Yes. All work in the test bay of facility 579 and control room of facility 578 will require 100% escorting.
will the Government provide escorts as required or are contractors to provide?
Government will provide escorting.
Is there a limit the number of escorts the Government will provide? If multiple crews can be working different locations we will need to know if we cannot request escorts for each crew.
Generally, there is no limit. Escorts are provided from a pool of available resources that are scheduled on a weekly basis. Escorts can assist multiple crews working at different locations if scheduled in advance.
Please verify that the repair or upgrade of the existing wet-pipe fire protection systems and associated fire alarm systems are NOT included in this scope of work.
The scope of the project is specific to the CO2 system only.
Existing water suppression systems and associated fire alarm system is not within the scope of this project.
Please verify that the existing CO2 piping from the tank to the buildings and throughout buildings is to remain as currently installed.
The scope of this project does not include replacement of the CO2 piping from the tank to the building or within the building.
Please verify that the existing and new, activation/alarm Conduit, throughout this project is NOT required to be painted.
Newly installed conduit shall be painted or pre-painted. Existing conduit that can be utilized shall be painted at joints every 20ft.

Activation, Spurt and Flood, of each newly installed valve, by performing CO2 'puff test' (header pressure only) for each CO2 coverage area is required.
Is there a requirement to capture the residual CO2 within the system, or is it acceptable to release into the atmosphere in order for new equipment to be installed?
Residual CO2 shall be captured by the contractor. The refilling of the tank is the responsibility of the awarded contractor prior to performing acceptance testing.
Will the fire suppression system being non-operational for the 8 week period require the contractor to provide a backup CO2 fire suppression capability? Please verify that no back up CO2 fire suppression will be necessary for this period of time.
No. A backup CO2 suppression system will not be required for the outage period.
What are the authorized "working hours" to complete this effort? Are there working hour limitations? Will escorts be available on weekends and/or after normal working hours, to allow contractor to work.
Authorized normal duty hours at Arnold AFB, TN are 7:30 am to 4:00 pm daylight saving time (DST) Monday through Friday except US Federal Holidays. Work performed by the Contractor during other than normal duty hours shall be coordinated with the AFPM and approved by the Contracting Officer. Yes, escorts are available on weekends.
Is there a requirement to utilize a 3rd party to commission the system for government acceptance?

Is it the intent of the government to provide those offerors awarded the CE BUMP III contract, a seed project at the post award conference?
No, per Section M-1.4, of the Offerors who are awarded a basic contract as a result of this CE BUMP III IDIQ solicitation, the Offeror with the lowest total evaluated price (TEP) will be awarded the seed project.
Is there a preferred scheduling program? Which scheduling program does AEDC primarily utilize?
No. There is not a preferred scheduling program. The scheduling program is required to meet the requirements layed out in the CE
BUMP SOW.
Our Company (principal offeror) is a newly formed entity. It has no past performance as an entity. Please confirm that the past performance of its owners (individually and through predecessor companies) and/or staff may be utilized to support our Company's (principal offeror) past performance submission. Please confirm that this past performance would have an opportunity to be fully rated, not simply classified as "Neutral Confidence".
See section L-3.2.1(d),"Subcontractor consent". Also see section M-2.3.1.2 Relevancy Assessment states that "a relevancy determination of the Offeror's past performance will be made based upon the aforementioned considerations, including joint venture partner(s) and subcontractor(s). Efforts covering a broader range of these capabilities will be considered more relevant than those covering a narrower range. In determining relevancy for individual contracts, consideration will only be given to the effort, or portion of the effort, being proposed by the Offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. The Government will not consider experience of subordinate or affiliated offices of the Offeror, unless the Offeror clearly details the proposed meaningful involvement of the Offeror’s subordinate or affiliated offices in this requirement. Past performance examples from Offerors submitted from previous joint ventures may not be considered as relevant as those where the Offeror was wholly responsible for the cited work." If no recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Is the Prime required to perform 15% or 25% of the effort with inhouse workforce? The SOW and Model contract are in conflict.
Confirm per FAR 52.236-1 Performance of Work by the Contractor included in the model contract, the Contractor shall perform on the site, and with its own organization, work equivalent to at least 15% of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.
Can the Gov't confirm the scope for work for this project? There was some conversations during the walk through about some panel relocations.
The I/O cabinets contain Plant, CO2, and Fire Alarm Modules.
Plant and Fire Alarm systems are not in the scope of this project thus not allowing relocation of the I/O cabinets located in the Facility 579 as intended by the SOW.
Can the Gov't provide the approximate linear feet by size & type of CO2 Piping to be painted?
Does the tank get painted?
The intent is extend the life of the existing piping. All outdoor CO2 piping shall be painted and labeled. The tank shall not be painted.
