About this opportunity

The Internal Revenue Service is soliciting proposals for comprehensive medical services supporting its Criminal Investigation (CI) special agents through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement covers medical screenings, examinations, fitness-for-duty evaluations, immunizations, breath alcohol testing, and reviewing medical officer services for approximately 150 new applicants and 2,300 incumbent special agents annually across the United States, Puerto Rico, Guam, and the Virgin Islands. The contractor must provide a Reviewing Medical Officer (RMO) to evaluate medical standards and ensure special agents meet Treasury Enforcement Agent medical qualification standards, with services including pre-employment exams, annual screenings, audiograms, and specialized medical evaluations across over 250 IRS offices nationwide. The contract will be awarded using a best-value, trade-off evaluation methodology where technical factors are more important than price, with evaluation based on technical approach, management approach, key personnel, and pricing. The proposal submission deadline has been extended to September 3, 2025, at 5:00 PM Eastern, with substantive questions having been due by August 20, 2025.

This procurement is conducted as an unrestricted, full and open competition with no set-aside designation, operating under NAICS code 621111 with a small business size standard of $16 million. The incumbent contractor is Comprehensive Health Services, LLC, which previously held contract 2032H8-20-D-00007 with a vehicle ceiling of $8 million and total obligations of approximately $9.14 million over the contract term. The new contract includes a base period of 12 months with four 12-month option years, spanning from October 1, 2025, through September 30, 2030, for a total potential contract period of five years. Other-than-small business offerors must submit Small Business Subcontracting Plans with Treasury's participation goals of 25% overall small business participation, including specific percentages for service-disabled veteran-owned, women-owned, small disadvantaged business concerns, and HUBZone small businesses. Performance will occur primarily in Oakland, Florida, with services delivered nationwide to support IRS Criminal Investigation operations across all states and territories.
