About this file

This document is a Request for Proposals (RFP) #2023H2-25-R-00007 for medical screening services for IRS Criminal Investigation (IRS-CI) special agents. The RFP covers medical services for approximately 150 new applicants and 2,300 incumbent special agents annually across the United States, Puerto Rico, Guam, and the Virgin Islands. Key services include applicant pre-placement/baseline exams, annual screenings, audiograms, hearing conservation programs, fitness for duty exams, and medical officer review services. The solicitation includes four primary Contract Line Item Numbers (CLINs): CLIN 0001 for applicant screening, CLIN 0002 for incumbent annual screening, CLIN 0003 for fitness for duty exams, and CLIN 0004 for reviewing medical officer services. The contractor will be responsible for working with IRS-CI personnel to update medical procedures, forms, and reports as needed, with actual form details to be provided when changes occur.

The RFP provides detailed guidance for offerors, including instructions for proposal submission, amendment acknowledgment, and specific requirements for technical and management approaches. Notable clarifications include that amendment acknowledgment can be done by returning signed copies or clearly stating all amendments have been received, and that the signed SF 1449 can be submitted as a standalone file or as the first page of the proposal. The document also addresses location discrepancies, clarifies terminology (such as removing "secured" from personnel descriptions), and provides insight into the expected volume of medical screenings and examinations.

INSTRUCTIONS TO OFFERORS,

Management Approach and Key Personnel

Page 25 This section requires an “approach to recruiting, training, and retaining qualified/secured personnel.” Will the government please clarify what is meant by “secured personnel”? Should just be “qualified” personnel. “Secured” was likely in the template.

Solicitation Main Document 2.0 Objectives Page 28 In reference to all “services for applicant and incumbent special agents (“incumbents”), will the government provide approximate number of applicant exams and incumbent questionnaires to process per year? Applicant numbers vary based on hiring, but we are assuming 150 applicants per year. The actual numbers may be more or could be zero based on approved hiring. We currently have almost 2,300 incumbent agents, who will all need annual questionnaires. This number may increase or decrease due to hiring and attrition.

Solicitation Main Document 2.0 Objectives Page 28 This section states “The Contractor will work with IRS-CI personnel to update procedures, forms, and reports as needed to reflect changes in IRS- CI medical policies.” Will the government please provide a copy of relevant forms, such as preplacement, incumbent, Drug/psych tracking, etc.?
