About this file
This document is a Request for Proposal (RFP) for Criminal Investigation Medical Services issued by the Internal Revenue Service (IRS). The solicitation is for a four-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of 12 months and four one-year option periods, covering medical services for IRS special agents across the United States and Puerto Rico. The contract will provide comprehensive medical screening, examinations, and support services including applicant pre-placement medical exams, incumbent annual health history questionnaires, fitness-for-duty evaluations, reviewing medical officer services, immunizations, breath alcohol testing, and related administrative support.
The procurement is structured as an unrestricted, full and open competition under NAICS code 621111 with a small business size standard of $16 million. The anticipated contract period runs from October 1, 2025, through September 30, 2030. The solicitation requires other-than-small business offerors to submit a Small Business Subcontracting Plan, with Treasury setting small business participation goals of 25% overall, including 5% for service-disabled veteran-owned, women-owned, and small disadvantaged business concerns, and 3% for HUBZone small businesses. Proposals are due on September 3, 2025, at 5:00 PM Eastern, and the contract will be awarded on a best-value, trade-off basis with technical factors being more important than price.

The importance of price may increase as the difference in technical proposals decreases.

II. Evaluation Process
a. General – TEC members will evaluate each proposal in accordance with the evaluation factors for award as stated in the solicitation and will consider only those items that are included in the offeror’s response and the information related to the evaluation factors.
b. Rating Methodology — The following methodology will be used in evaluating proposals under RFP Number 2023H2-25-R-00007 entitled, “Criminal Investigation Medical Services.”
(1) The evaluation will use an adjectival rating system detailed in the Evaluation Instructions Adjectival rating standards have been established for the purpose of using the same set of values used by all evaluators in arriving at their independent judgments. TEP members will each individually arrive at ratings without consulting the panel and later create consensus ratings.
(2) The assignment of adjectival scores establishes the relative rank of that proposal with respect to determining which offer is most advantageous to the government. All evaluators must remember, however, that assignment of an adjectival rating is a guide only. The underlying rationale for the rankings must be presented in the evaluation report and ultimately to the unsuccessful offerors.
(3) The adjectival ratings are: EXCELLENT, GOOD, SATISFACTORY, MARGINAL, and UNSATISFACTORY. Evaluators will assess the information provided by the offeror’s technical proposal and assign an adjectival rating for each evaluation factor. Each adjectival rating must be supported by a narrative evaluation signed by the team, which discusses strengths and weaknesses that were considered in the rating.
(4) Technical Evaluation Report – The technical evaluation report is an analysis of all quotations based on the evaluation factors in the RFQ. All members of the evaluation panel will individually complete a Technical Evaluation Individual Worksheet. At the conclusion of the evaluation, the TEC will document its findings in the Technical Evaluation Report. The report shall include a narrative summary of facts and findings
The report must include:
(i) Group Consensus Ratings for each quotation.
(ii) Adjectival ratings for all technical evaluation factors for each quotation, and
(iii) A detailed narrative for each quotation discussing the deficiencies, strengths, weaknesses and risks with respect to each evaluation factor.
(5) Price Evaluation
(1) Price analysis will be used to evaluate the price factor.
(2) (2) The IRS will select an offeror for award on the basis of best value by using a trade-off of technical ratings and price.
(3) Cost/Price will be evaluated by the CO
c. Award - The selection of the winning Contractor for this acquisition will be performed on a best value, trade-off basis with technical considerations (Technical Approach and Management Approach and Key Personnel) being more important than price. The Government is more concerned with obtaining superior technical capability than making an award at the lowest priced offer. The importance of price may increase as the difference in technical proposals decreases. Award will be made to the Offeror whose proposal is determined to provide the “best value” to the Government. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to award to other than the lowest priced proposal or other than the highest technically rated Offeror.
III. Evaluation Criteria
Proposals will be evaluated under three (3) factors. Factors 1-2 are listed in descending order of importance. The selection of the winning Contractor for this acquisition will be performed on a best value, trade-off basis with technical considerations (Technical Approach and Management Approach and Key Personnel being more important than price.
Factor 1: Technical Approach
Factor 2: Management Approach and Key Personnel
Factor 3: Price
Members of the TEC will be evaluating the following technical factors:
Factor 1: Technical Approach
Factor 2: Management Approach and Key Personnel
The Contracting Officer will evaluate the following factors with input from the TEC:
Factor 3: Price
Factor 1 - Technical Approach
Technical Approach will be assessed on the offeror’s ability to demonstrate a clear understanding of the work to be performed. The proposed technical solution shall demonstrate the Offeror’s ability to successfully execute their approach to this acquisition as cited in the Performance Work Statement (PWS). The offeror’s proposal shall outline an effective, efficient, achievable approach for accomplishing the work to be performed by this task order within the timeline specified by the performance periods.
Factor 2 – Management Approach and Key Personnel
The Government will evaluate the Contractor’s task order key personnel and staffing plan to the required support of the PWS. The Government will evaluate the following:
Staffing Plan – The Government shall evaluate the staffing plan based on relevant experience, skill mix and core responsibilities for the staff proposed for each Task. Proposal clearly defines and describes proposed staffing levels by Task.
Availability of Staff - The IRS will evaluate the Contractor’s proposal to ensure adequate Contractor staff resources are available to handle ad hoc meetings, answer questions, provide clarification and other deliverables as needed.
Key Personnel Roles - The Contractor’s proposal on key staffing projection to fulfill technical ability to successfully execute daily operations. The Government will evaluate the Contractor’s resumes for key personnel roles in their proposal.
Factor 3: Price
For purposes of evaluation, the total evaluated price shall include the base period (including pricing for each task), all optional tasks, option periods, to include the option under FAR 52.217-8, travel, and all other costs or prices, as applicable. Price will be evaluated but will not be assigned an adjectival rating.
The Government will evaluate the price proposal to determine if the total evaluated price is fair and reasonable, reflects a clear understanding of the requirements, and is consistent with the Offeror’s technical proposal.
The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include but are not limited to a comparison of proposed prices received in response to the solicitation.
The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
Note: Evaluation of the option under FAR 52.217-8, Option to Extend Services, will be accomplished by using the pricing offered for the last option period.
IV. RATINGS
During the evaluation of each proposal, the Government will assign each evaluation factor an adjectival rating as indicated below. Ratings will focus on the strengths, weaknesses, and deficiencies of responses to each evaluation factor.
