About this opportunity

The Naval Medical Research Command has published a Special Notice announcing its intent to award a sole source contract to Chronolog Corp of Havertown, Pennsylvania for maintenance services on specialized medical research equipment. The Department of the Navy Naval Supply Systems Command posted this opportunity on June 27, 2025, with responses due by July 14, 2025. The contract involves providing annual extended maintenance service agreements for two ChronoLog 700 Whole Blood Lumino Aggregometer Instruments currently used by the Naval Medical Research Unit San Antonio (NAMRU-SA) for hemorrhage resuscitation research. While this is designated as a sole source procurement, the government has indicated it will consider all responses from interested parties. The total contract value is $26,450.00 using Navy Research Fiscal Year 2025 funds.

The purpose of this Special Notice is to procure comprehensive maintenance services for two specialized four-channel Lumi-Aggregometer instruments that can simultaneously measure platelet aggregation and ATP release in multiple blood samples, capabilities that are unique to the Chronolog Model 700-4. The contract requires the vendor to provide annual preventative maintenance and calibration, unlimited technical telephone support, on-site emergency service during normal business hours, free software upgrades, and access to a dual-channel service loaner when needed. The anticipated performance period includes a 12-month base period with three 12-month option periods, totaling 48 months of potential service coverage. Market research conducted between October and December 2024 confirmed that Chrono-Log Corporation is the only source capable of meeting the government's specific technical requirements for platelet aggregometry testing. Contractors interested in responding must be capable of maintaining these highly specialized medical research instruments and preferably have previous experience working with Navy and Department of Defense laboratories.
