About this opportunity
The Department of the Army Corps of Engineers, Engineering District New York seeks sealed bids for rehabilitation of the Cheesequake Creek East Jetty in Laurence Harbor, Old Bridge, New Jersey, with bids due August 14, 2026. The procurement is full and open competition with a HubZone price evaluation preference at 10 percent, and uses NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million.
Place of performance is Laurence Harbor, Old Bridge, New Jersey. The work consists of removal of the existing eastern jetty, dredging approximately 17,832 cubic yards to -9 feet Mean Lower Low Water, and construction of a new jetty matching western jetty elevation. Key line items include 19,000 tons of armor stone, 1,615 tons of bedding stone, 109,300 square feet of stone-filled marine mattresses with geotextile underlayment, vibration monitoring, U.S. Coast Guard Aid to Navigation structure relocation, final record drawings pre-priced at $100,000, and additional insurance. The government estimate is $17,338,400.
Environmental and seasonal restrictions are strict: dredging and construction prohibited January 1–May 31 (winter flounder protection), March 1–June 30 (anadromous fish), April 1–August 31 within 300 meters of osprey nests, and May 1–October 31 (sea turtles). The contractor must obtain an Acceptable Use Determination prior to initiation specifying the dredged material placement site, coordinate with Old Bridge Municipal Utility Authority regarding a 20-inch sanitary sewer force main, comply with water quality permits, and pay $115,000 annually for beach access permits. Backfill material must be sourced from off-site borrow and meet Section 02 41 00 testing standards. All permits and associated costs are the contractor's responsibility.
Performance begins within 5 calendar days of notice to proceed and must be completed within 550 calendar days. Bid guarantee is 20 percent of bid price or $3 million, whichever is less. Performance and payment bonds are required within 10 calendar days of award. The bid acceptance period is 120 calendar days. Amendment 0001 (posted July 28) clarified permitting scope; Amendment 0002 (posted August 6) revised earthwork specifications and responded to 24 offeror questions, including clarifications on marine mattress installation, stone reuse restrictions, parking lot restoration, contractor-borne permit costs, and dune vegetation restoration of approximately 0.5 acres.
