Scope of Work for Subsurface Exploration (DRAFT) Cheesequake Jetty Rehabilitation, Laurence Harbor, New Jersey

Updated on September 15, 2023

Introduction

The following scope of work contains description of the items that New York District of the Corps of Engineers (NAN) would like AQUA SURVEY selected to perform in support of the subject project.

NAN team would adjust the number of field tests, depth of boreholes (drill holes), etc., as field work continues.

NAN team will adjust the number of laboratory tests according to subsurface conditions, such as thickness and number of cohesive soil layers or strata, that field work would reveal.

This is a draft document and will be edited based on upcoming discussions.

Project Overview

NAN plans to conduct geotechnical subsurface explorations over water, on, and adjacent to the eastern jetty of the Cheesequake Jetty Canal. The purpose of the work specified herein is to determine soil properties and strength characteristics of the subsurface materials to properly account for the settlement caused by placement of more than 95,000 CYD of stone to restore the eastern jetty to the design elevation of the western jetty.

The work is expected to be performed from a barge at locations where the water depth is expected to be shallow and tidal (approximately 10 feet). A subsurface exploration plan and subsurface exploration depths are provided as Appendices A and B, respectively. For planning purposes, the approximate locations of the proposed borings are shown on the Exploration Location Plan included as Appendix A (see Schedule of SPT Borings for approximate location coordinates). The material anticipated to be encountered is generally comprised of: Fine to coarse sand and gravel, pockets of soft clays and silts that are underlain by medium dense to dense sand.

Subsurface Exploration

Site-Specific subsurface explorations and in-situ soil testing within the project boundaries of the Cheesequake Jetty Rehabilitation project area shall be completed at the locations shown in Appendix A Explorations, within this scope of work, which will consist of seven (7) borings completed with Standard Penetration Tests (SPT’s) performed in accordance with ASTM D 1586.

Boreholes and Standard Penetration Tests:

All locations for “SPT borings” will be completed by Aqua Survey in accordance with ASTM D 1586 utilizing mud rotary drilling techniques or other approved techniques for SPT. The planned depth, below the mudline, of each borehole is shown on Appendix B.

All boreholes (a.k.a. drill holes) will be accomplished using the SPT per ASTM D 1586 using a 1-3/8-inch ID x 32-inch-long split-spoon sampler to obtain soil samples. Sample spoons will be advanced by a 140-pound hammer dropped 30 inches utilizing an automatic hammer.

The number of blows required to advance the sample spoon in intervals of 6 inches (for a total 18 inches of sample length) will be recorded on the logs with the sum of the latter two blow counts (final 12 inches of penetration) being referred to as the “Nfield” value. Performing the SPT includes providing soil samples which would be used to evaluate the distribution of soil types and physical and mechanical properties of soils. Tests would include field visual classification, blow-count data from SPTs and the following laboratory tests: I In-Situ Moisture Contents, Grain-Size Analyses (Mechanical and Hydrometer), Liquid Limit, Plastic Limit, Triaxial Shear Strength testing, etc. The data would provide information pertaining to the relative density and consistency of the granular and cohesive soils. Soil sampling will be continuous to a depth of 15-feet with sample spacing of 2.5 feet, thereafter soil sampling will be conducted with a spacing of 5-feet until the required depth is reached. If cohesive soils are encountered in boreholes, continuous sampling (using Shelby tubes, for example) will continue until cohesive soils no longer present themselves in samples. If loose cohesive soil is encountered in boreholes, Shelby tubes will be used to obtain samples from depth intervals, which will be mutually agreed upon by NAN geotechnical engineer and on-site geotechnical engineer/geologist. Shelby-tube samples will be obtained from a new borehole to be performed at about five (5) feet from the SPT borehole in which cohesive soils (such as silty clay) are found. The procedure, of obtaining Shelby tube samples from an adjacent borehole, is recommended to reduce disturbance to cohesive-soil samples. Pocket penetrometer tests will be carried out on Shelby-tube samples in the field.

Although not expected, rock encountered within the upper 40-feet (below the mudline) will be cored to a depth of 10 feet. The presence of rock shall be communicated to NAN Geotechnical Engineer-in-Charge immediately.

NAN assumes that the AQUA SURVEY staff will prepare Health and Safety Plan (HASP) for the site.

Archeological Exploration: For archeological purposes, NAN or a Non-Federal Sponsor may be present to inform on archeological information. If an archaeological site is identified near one or more of the above-listed exploration locations, geotechnical exploration activities would be performed or not per instructions from Mr. Ryan Clark Archeologist at NAN.

Clearance and Avoidance of Utilities

Utilities are not expected in and around the Cheesequake Eastern Jetty area.

Surveying:

Field surveys will be conducted concurrently with field investigations by Aqua Survey to establish top-of-hole elevations and latitude and longitude, using units of feet. All elevations should be referenced to NAVD 88 datum. Latitudes and longitudes shall be referenced to the New Jersey Mercator System (NAD 1983).

Daily Progress and Weekly Projection Reports

It is expected that Aqua Survey will provide Daily Situational Reports and Weekly Projection Reports.

Clean-Up Work and Backfilling Holes:

All SPT boreholes will be grouted upon completion with a low-strength cement/bentonite grout with the exception of any borehole that falls outside the footprint of protection, which will be backfilled per direction from the New Jersey Department of Environmental Protection (NJDEP). For the time being, NAN assumes that boreholes will be backfilled with the onsite soil cuttings to the original grade. In the instances where the borehole doesn’t fill completely to 8 the original grade, bentonite, 50-pound bags of clean sand, hole plug 3/8-inch chips or any combination of the above should be used to fill the remainder of the bore hole. NAN assumes that the drilling crew will bring the needed materials to backfill boreholes.

All SPT boreholes will be backfilled prior to moving to the next location unless otherwise directed by NAN’s Geotechnical Engineer-in-Charge.

Pre- and post-exploration site photos will be taken by the SPT operators. The site will be restored back to its original condition at the conclusion of the field explorations.

Laboratory Testing Program

Disturbed jar samples and undisturbed Shelby tubes will be obtained during completion of the SPT tests. Laboratory soils testing will be completed by experienced soils technicians of the Aqua Survey’s laboratory, which shall be USACE-approved, in accordance with the appropriate ASTM methods. The type and estimated number of laboratory tests are shown on Table B2.

The actual number of laboratory tests will be adjusted by NAN after receiving copy of the draft borehole logs.

Subsurface Exploration (Investigation) Report

A final subsurface exploration report will be completed following the completion of the Subsurface Exploration and Testing program. The Boring Location Plan and Boring logs will be completed in electronic format in AutoCAD version 15 or later as requested by the NAN Geotechnical Engineer

The final subsurface exploration report will include the following:

• Narrative discussing subsurface exploration procedures and results to include soil stratigraphy.

Incorporation of previous explorations and laboratory test results completed by others within the project area, if any.

In-situ Test Results and Interpretation Site Class for Seismic Considerations Final Boring Logs gINT file Cross Sections (Soil Profiles) Laboratory Test Results

POINT OF CONTACT: Any questions or comments pertaining to the Geotechnical Scope of work shall be addressed to NAN’s Geotechnical Engineer-in-Charge Mr. J. Matthew Billings (901) 734-6173

SUBJECT: Meeting notes- Cheesequake Jetty Engineering SOW discussion with ASI

1. On 28 September 2023, a coordination meeting was held between USACE-NYD and

Aqua Survey Incorporated (ASI) to discuss the scope of work for the proposed

Cheesequake Jetty East rehabilitation project.

2. Meeting Attendees included USACE-OP-SD: Kelly Vega, Arsheen Ehtesham, Tiffani

Lee, Fatima Nagui. USACE-OPS: Jun Yan. USACE-OP-E: David Rodriguez, Matt

Billings. ASI: Tom Dolce and, Jon Doi.

3. The following items from the scope of work were discussed and clarified:

a. Matt Billings will be the USACE representative on board the vessel. ASI will coordinate with OP-SD the schedule and provide sufficient notice of field work.

b. Shelby tubes will be required when cohesive soils are encountered. For the purposes of the task order, one Shelby tube per boring is assumed.

c. ASI/USACE agree that the Shelby tubes will target material in the interval below split spoon.

d. ASI will provide USACE with the unit cost of Shelby tubes, organic content, and Consolidated-Undrained Triaxial Compression with Pore

Water Pressure Measurements. USACE will then apply appropriate

CLINs to these items for the Task Order.

e. The total depth of the borings, where rock is not encountered, is 30 feet below the mudline.

f. A daily SITREP is not expected from ASI on the days that Matt Billings is present on the sampling vessel. For any days when Matt is not on the vessel, ASI will provide a daily activity log sheet.

g. Drill crew shall be ready to plug boreholes if the boreholes remain open after completion.

h. Use of GINT for creating lithology cross sections is not required. ASI may use an equivalent software.

4. The tentative schedule for the work is dependent on issuance of an NTP and laboratory turnaround times. Per ASI, if the field work can be scheduled for early

November and completed by Thanksgiving break, the results may be available by the latter half of January. This schedule assumes one day of field work per boring and one month for all lab analysis.

5. As of now, ASI plans to use Jersey Boring and Drilling (subcontractor for drilling work) and RSA or Geotest for geotechnical lab analysis.

6. Meeting notes prepared by Arsheen Ehtesham OP-SD.

IV. MATERIALS AND METHODS

All sampling and testing were performed in accordance with the New Jersey Department of Environmental Protection Agency- “Field Sampling Procedures Manual, 2022” and ASTM D1586.

A. SPT Borings

Test sediment from seven boring locations was collected from the Cheesequake Creek East Jetty, Laurence Harbor, NJ, by ASI personnel on November 16-17, November 20, November 29-30, December 1 and December 5, 2023.

The vessel used for sampling, the R/V Edison, was positioned using a Trimble Differential Global Positioning System (DGPS). Sediment borings were performed using Diedrich D25-D drill rig. Standard

Penetrations Tests (SPTs) were performed with continuous split spoon samples collected for geotechnical tests.

For each boring location, with the exception of SPT-1 (BH-1) and SPT-7 (BH-7), samples were collected at two-foot intervals to the project depth of 30.0 feet below the mudline. At location SPT-1 (BH-1) samples were only collected up to 17 feet and for SPT-7 (BH-7) samples were collected only to six feet, both due to issues with field conditions. Please refer to the boring logs which can be found in Appendix A for further explanation.

The split- spoons were inspected and photographed and the characteristics were recorded on Sediment Boring Logs. All samples were assigned unique ASI sample numbers. All samples were received in good condition at ASI in Flemington, NJ and stored at 2-4 °C.

It should be noted that in the Scope of Work for this project sample locations were named “SPT” and it was later changed by the client to

“BH.”

See Figure 1 for the site map, Table 1 for the DGPS coordinates, and Table 2 for sample identification and geotechnical testing performed.

The appendices contain all supporting documentation including sediment boring logs (Appendix A), photographs (Appendix B), chains of custody (Appendix C), and RSA Geolab Data (Appendix D).

B. Geophysical Analyses

The methods followed for geotechnical analyses were ASTM D2216 for Moisture Content, ASTM D422/C136 for Grain Size Analysis, and ASTM D4318 for Atterberg Limits.

Samples sent out for testing and analysis were determined by the client. It should be noted that sample BH-6 S-8 (20’-22’) was originally intended to be used as extra material for Grain Size Analysis for BH-6 S-7 (15’-17’) if that sample did not have sufficient material, but was combined with BH-6 S-6 (10’-12’).
