About this opportunity
The Department of the Army Corps of Engineers Engineering District New York has issued a Special Notice announcing its intent to solicit brand name components for fire alarm system installations at Joint Base McGuire-Dix-Lakehurst in New Jersey. The notice specifically relates to fire alarm system upgrades for multiple facilities, including a Manufacturing Lab Addition between Buildings B331 and B332, an EV Charging Infrastructure project, and a UAS Warehouse. The total estimated cost for these projects is $315,000, with each individual project estimated at $45,000. The notice centers on the requirement for Monaco MAAP-X fire alarm and mass notification panels, which are critical for maintaining the base's integrated fire protection communication system. These systems are currently the standard across all buildings at the joint base, ensuring consistent and reliable emergency communication.
The primary purpose of this Special Notice is to notify potential contractors about the specific brand requirements and to identify potential sources that can provide equivalent components. The government emphasizes that only Monaco fire alarm systems can be used due to the base's closed-source communication protocols, which are essential for ensuring timely fire department response and occupant safety. Contractors interested in these projects must be able to provide Monaco MAAP-X or MAAP (+) panels that can integrate seamlessly with the existing base-wide fire alarm network. The notice indicates that alternative fire alarm systems pose unacceptable risks and will not be accepted. Key deadlines include a posting date of January 30, 2025, and a response due date of February 14, 2025. The opportunity is open to contractors in the Commercial and Institutional Building Construction sector, with no specific set-aside restrictions noted.
Notice text
Ntoice of Intent announcement to:
A. To notify potential Offerors of the Governments intent to solicit a brand name(s) only component for this project.
B. To identify potential sources that can provide an equivalent to the brand name only item.
C. Notification of the Army’s intent to solicit brand name components as described below.
Monaco Fire Alarm System (estimated TOTAL cost = $315,000):
(1) MSBL124029 Additive Lab B331/B332 Renovations (estimated cost = $45,000):
(2) MSBL223000 EV Charging Infrastructure (estimated cost = $45,000):
(3) PN 104300 UAS Warehouse (estimated cost = $45,000):
Currently, all buildings at Joint Base McGuire-Dix-Lakehurst requiring fire alarm and mass notification are provided with the Monaco MAAP-X fire alarm/mass notification panel and associated alarm signaling equipment. This system utilizes the Monaco MAAP-X transceiver to communicate with the Monaco D21 system at the Fire Department, which is a closed source system that utilizes proprietary communication protocols. The Base Fire Protection Standards requires that all buildings on base shall have a Monaco addressable fire alarm system. Each of the projects listed above will require a MAAP (+) with integral transceiver since it is fire alarm only. If Monaco systems are not used, then the fire alarm panel and associated alarm signaling equipment will not be able to communicate with the base reporting system. This will jeopardize the safety of the building occupants since the fire department will not be able to assist in a timely manner if a fire arises. Monaco MAAP X or MAAP (+) panels are therefore necessary in order to ensure compatibility with the current installation-wide network. Attempting to integrate parts outside the current network poses unacceptable risks, because it would negatively affect the system’s ability to maintain proper communication with each of the projects fire protection system and the rest of the joint base, risking the lives of occupants in the case of a fire.
