The requirement includes a complete audio system capable of producing 110dBA at the firing line with seven evenly distributed firing points, featuring wireless and wired communication options, volume control capabilities, and a wireless microphone system to enhance tower operator mobility for safety oversight. Contractors must provide all equipment including a 240W amplifier, loudspeakers, push-to-talk microphone, wireless headset, attenuator, backup UPS system, and digital sound level meter, along with installation, training for six personnel, and comprehensive documentation. The contract will be awarded using Lowest Evaluated Price of Technically Acceptable criteria, with a mandatory site visit scheduled for September 8, 2025, questions due by September 10, 2025, and proposals due by September 16, 2025. The project must be completed within twelve weeks of contract award.

This procurement is designated as a Total Small Business Set-Aside under NAICS code 238210 with a size standard of $19 million, requiring contractors to maintain Small Business certification in the System for Award Management (SAM). The contract structure includes a base year from September 30, 2025, to September 29, 2026, with three optional one-year extensions for ongoing maintenance and support services. No incumbent contractor is identified in the documentation, as this appears to be a new procurement for system replacement. The work will be performed at 130 Eglin Street, Building 1725, Hanscom Air Force Base, Massachusetts, with all installation and maintenance activities restricted to Monday through Friday between 7:00 AM and 3:00 PM. The contract includes requirements for two preventive maintenance visits annually, comprehensive training, one-year warranty coverage, and ongoing on-call support throughout the potential four-year contract period.
